COMPENSATION DIRECTIVE: 1999-022

SUBJECT: Career Assignment Program

PURPOSE

1.1 The purpose of this directive is to advise you that participants to the Career Assignment Program (CAP) will now be classified at the CA 01 or CA 02 level and to provide you with the new bargaining unit designator (BUD) code structure.

1.2 In this text, use of the masculine is generic and applies to both men and women.

BACKGROUND / POLICY

2.1 In order to contribute to the creation of a high-quality, representative and bilingual feeder group for executive positions in the federal Public Service, the Treasury Board has approved major revisions to the CAP Policy and the Salary Administration Policy (SAP) for this group.

2.2 The CAP was effective April 1, 1999, and replaced the previous policy dated September 2, 1994. The SAP for this group was effective April 1, 1999.

2.3 The CAP and SAP Policies are available on the Treasury Board Secretariat (TBS) Internet Site at the following address: http://publiservice.tbs-sct.gc.ca/Pubs_pol/hrpubs/tb_856/cap-e.html
2.4 The CAP Policy applies to departments and agencies listed in Schedule 1, Part 1 of the Public Service Staff Relations Act.

3.1 The current CAP Group pay structure has been modified to conform to the new provisions.

3.2 The revised salary scales and the new BUD code were updated to the Pay Rates Control File on March 29, 1999, and are now in the Regional Pay System.
