SUBJECT: Terminable Allowance - Primary Products and Technical Inspection Groups

PURPOSE

1.1 The purpose of this directive is to provide you with information concerning a new Terminable Allowance for certain employees who occupy positions in the Primary Products Inspection (PI) Group and the Technical Inspection (TI) Group.
1.2 In this text, use of the masculine is generic and applies to both men and women.

BACKGROUND - POLICY

2.1 This new allowance was introduced in an effort to resolve retention problems for incumbents of the Primary Products Inspection Group and the Technical Inspection Group. Employees of the PI Group occupying positions in Vancouver and Prince Rupert are entitled to this new allowance. Likewise, employees of the TI Group who possess certain qualifications and occupy positions in Transport Canada, Transport Safety Board or Public Works and Government Services Canada will also be entitled to this new allowance.
2.2 The Terminable Allowance for both the PI and TI group is effective from January 1, 1999, to June 1, 1999. The Terminable Allowance for both groups shall not be paid to or in respect of a person who ceased to be a member of the bargaining unit prior to the date of signing, (March 26, 1999) of the Technical Services Group Collective Agreement.
2.3 The amount of the Terminable Allowance payable is that amount prescribed for the level of the certificate of appointment of the employee's substantive position.
2.4 When an employee is required to perform the duties of a higher classification level in accordance with clause 64.07 of the Technical Services Group Collective Agreement the Terminable Allowance payable shall be proportionate to the time at each level.
2.5 The Terminable Allowance for both the PI and TI Group does not form part of salary for pay purposes.
2.6 Part-time employees shall be entitled to the Terminable Allowance on a pro rata basis.
2.7 Primary Products -Terminable Allowance

Primary Products Inspectors who occupy positions in Vancouver and Prince Rupert shall be eligible to receive a monthly Terminable Allowance in accordance with the following grid. The allowance is payable on the first day of each month for every month in which the employee receives at least 10 days pay in the previous month.

2.8 Technical Inspectors at the TI-05 to TI-08 levels who possess the following qualifications shall be eligible to receive a monthly Terminable Allowance in accordance with the following grids. The allowance is payable on the first day of each month for every month in which the employee receives at least 10 days pay in the previous month.

Marine Terminable Allowance

Marine Inspectors, Surveyors and Investigators who have knowledge and extensive experience in the design and construction, operation or maintenance of vessels as demonstrated by possession of the appropriate marine certificate of competency or university degree/diploma, combined with extensive experience in the field.

Aviation Terminable Allowance

Air Investigators, Civil Aviation Safety Inspectors and Aircraft Inspectors who have extensive aircraft maintenance engineering experience and who posses a valid Aircraft Maintenance Engineers license.

Civil Aviation Safety Inspectors holding a university degree, college certificate or a current membership in the American Society for Quality Control with 6 to 10 years of manufacturing process experience.

Non-destructive specialist having 10 years in the field of non-destructive testing, preferably with an aircraft background and a CGSB certification covering Radiography (Aircraft Structures), Magnetic Particle, Liquid Penetrant and Eddy Current Inspections Techniques.

Railway Safety Terminable Allowance

Rail Investigators and Inspectors who have had extensive operational experience in the railway industry with qualifications in at least one of the following disciplines: locomotive inspector, mechanical officer, signal maintainer and operations officer.

PROCEDURES - INSTRUCTIONS

3.1 Entitlement Code 227 (Terminable Allowance) is to be used for both the PI and TI Terminable Allowance. This allowance is a monthly entitlement that covers the period January 1, 1999, to June 1, 1999.

The corresponding rate base for entitlement code 227 is "0" (Lump Sum).

3.2 The Public Service Staff Relations Act requires that each employee receives all pay adjustments within 90 calendar days of the signing of the collective agreement. Consequently, as this allowance forms part of the collective agreement it must be paid within the 90-day implementation period which expires on June 24, 1999.
3.3 Departments are responsible to input the allowance as there is currently no automation for this entitlement.
