PURPOSE |

The purpose of this directive is to provide you with information concerning changes to the Canada Pension Plan (CPP) and Quebec Pension Plan (QPP) regulations which will affect individuals who are employed by a government body as a census taker, an election worker or a referendum worker.

In this text, use of the masculine is generic and applies to both men and women.

BACKGROUND |

2.1 |
Previously, individuals employed as a census taker, election worker or referendum worker who were not regular employees of the government body and worked less than 25 days in a calendar year were considered exempt from contributing to CPP/QPP.

Changes to CPP Regulations |
| |

Effective January 1, 1999, census takers are no longer exempt from contributing to CPP. In addition, individuals employed by a government body as an election worker who do not work regularly for the employer and work less than 35 hours in a calendar year (previously 25 days) are exempt from contributing to CPP.

Changes to QPP Regulations |

Effective July 22, 1999, census takers are no longer exempt from contributing to QPP. In addition, individuals employed by a government body as an election worker or referendum worker who do not work regularly for the employer and work less than 35 hours in a calendar year (previously 25 days) are exempt from contributing to QPP.

PROCEDURES/INSTRUCTIONS |

Compensation Advisors are to ensure that individuals who are employed as census takers contribute to CPP/QPP and individuals who are employed as election workers or referendum workers who work less than 35 hours in a calendar year are exempt from contributing to CPP/QPP.
