Information to Employees - Isolated Posts

SUBJECT: Isolated Posts Directive

  1

PURPOSE

  1.1 The purpose of this directive is to provide Compensation Advisors with information concerning changes to three of the components pertaining to the Treasury Board Secretariat's (TBS) Isolated Posts Directive.
  1.2 In this text, use of the masculine is generic and applies to both men and women.

POLICY

  2.1 TBS has approved a rate increase, retroactive to August 1, 2000, for the Environment Allowance (entitlement code 297), the Living Cost Differential (entitlement code 101) and Meals and Rations (deduction code 519).
    TBS has also announced the following changes effective October 16, 2000:
   
  • New classification structures have been implemented for both the Environment Allowance and the Living Cost Differential;
   
  • A level, with new rates, has been added to the Living Cost Differential rate structure.
    Please note that the rates for the Fuel and Utilities Differential (entitlement code 102) will remain the same.

PROCEDURES

  3.1 Environment Allowance and Living Cost Differential
    Compensation Advisors are required to complete an "Entitlement Amend" transaction to revise the ongoing rate and adjust the retroactivity for the Environment Allowance and the Living Cost Differential. Please refer to sections 14-6-2 or 4-4-18-5 of the Personnel-Pay Input Manual (PPIM) for instructions.
  3.2 Meals and Rations
    Compensation Advisors are required to complete a "Deduction Amend" transaction to revise the ongoing rate and adjust the retroactivity for Meals and Rations. Please refer to sections 14-5-2 or 4-4-16-3 of the PPIM for instructions.
  3.3 Rates
    The rates effective August 1, 2000, and the changes effective October 16, 2000, may be accessed under Appendix B (Environment Allowance), Appendix C (Living Cost Differential), Appendix D (Fuel and Utilities Differential) and Part 1, subsection 1.18.1 (a) and (b) (Meals and Rations) at the following TBS sites:

  3.4 The Deduction/Entitlement Control File was updated on November 10, 2000, to reflect the revised hourly and annual rate maximums which are effective August 1, 2000. The new rates for the Living Cost Differential, which are effective October 16, 2000, have been updated to the Deduction/Entitlement Control File on December 8, 2000.
  3.5 Please note that the aforementioned TBS sites also have an updated list of classifications of isolated posts (Appendix A) and an updated list of special locations (Appendix G). As many of the isolated post classifications have changed, it is imperative that Compensation Advisors refer to these appendices. These classifications have a direct impact on the amount paid under the various components of the Isolated Posts Directive.
