PURPOSE

The purpose of the directive is to provide an update on the
transfer of responsibility, to the Superannuation Directorate,
for the issuance of Return of Contributions for employees
paid by the Regional Pay System.
|

In this text, use of the masculine is generic and applies
to both men and women.
|

2
|
BACKGROUND
|
|
2.1
|
The Treasury Board Secretariat (TBS) and Public Works and
Government Services Canada (PWGSC) initiated together a Pension
Reform Project to develop new and revised administrative processes
and system support to meet the needs of the new fund.
|
|
2.2
|
To ensure the requirements of the Pension Reform legislation
for the accurate reporting and remitting of pension contributions
to the Pension Investment Board, the only remaining pension
payment activity that has not been centralized (Return of
Contributions) will be transferred to the Superannuation Directorate.
|
|
2.3
|
Before this responsibility is transferred, we need to complete
the review of the current processes, make recommendations
on new ones, and implement the necessary system and administrative
changes.

POLICY
|

3.1
|
The PWGSC pay offices will continue to provide pension services
with respect to the issuance of Return of Contributions for
employees paid by the Regional Pay System until the above
mentioned changes are available to transfer the responsibility
to the Superannuation Directorate.

PROCEDURES/INSTRUCTIONS
|

4.1
|
Client departments must continue to send required documentation
to the PWGSC pay offices for employees who are entitled, on
termination, to a Return of Contributions.
|
|
4.2
|
Prior to the transfer of responsibilities to the Superannuation
Directorate, a new Compensation Directive will be issued to
outline the effective date of the transfer and any changes
to the administrative procedures to be followed for the issuance
of a Return of Contributions.
