COMPENSATION DIRECTIVE: 2002-019

SUBJECT: New Procedures for Contributor System Data Correction

PURPOSE

 

1.1

The purpose of this directive is to provide you with the new procedures for requesting Contributor System (CS) pension data correction.

 

1.2

In this text, use of the masculine is generic and applies to both men and women.

BACKGROUND

 

2.1

In 1999, Bill C-71 and Bill C-78 on the reform of the Public Service Pension Plan received Royal Assent. On April 1, 2000, a new Public Service Pension Fund (PSPF) was introduced and a variety of Financial Framework initiatives were undertaken to develop the controls required to manage all accounts pertaining to the new PSPF. Included in these initiatives was the requirement to build new business processes to ensure data integrity of all information residing in the CS.

 

2.2

Currently, compensation advisors direct inquiries related to CS data corrections to the Regional Compensation Service Offices. These requests are then referred to the appropriate service for correction.

 

To ensure the integrity of all pension data on the CS, it is necessary to centralize the CS pension data correction business and system processes.

POLICY

 

3.1

Effective September 3, 2002, requests to modify CS pension data will be referred to the Superannuation Directorate.

PROCEDURES/INSTRUCTIONS

 

4.1

Clients Serviced by the Regional Pay System (RPS)

 

Effective September 3, 2002, compensation advisors must complete and forward to the Superannuation Directorate, a new form entitled "Contributor System Correction Request" (PWGSC-TPSGC 110 [ PDF 700k ]) which may be accessed in Electronic Form (ELF) or on the Compensation Sector Web site at the following address:

The completed form and supporting documents must be transmitted by fax to 1-506-533-5124 or mailed to:

The Superannuation Directorate will process the request based on the urgency of the required modification.

 

Compensation advisors wishing to receive a confirmation notice stating that their request has been actioned must complete the appropriate section reserved for this purpose on the PWGSC-TPSGC 110 ( PDF 700k ) form.

 

Current practice to confirm contributory status changes remains the same with the automatic issue of the "Notification of contributor status" (PWGSC-TPSGC 2018). In cases where a PWGSC-TPSGC 2018 is not produced, the Superannuation Directorate will confirm by fax that the request has been completed.

 

Compensation advisors are to continue to modify or correct salary and leave without pay (LWOP) transactions via the Pension Support System (PSS). The new PWGSC-TPSGC 110 ( PDF 700k ) form is to be used for correction of all CS pension data that does not coincide with the information stored in the Regional Pay System (RPS) (with the exception of salary and LWOP transactions as well as the Bargaining Unit Designator (BUD) Code and Dental Care Plan Coverage Effective Date).

 

In cases where the information is incorrect on both the RPS and the CS, the compensation advisor is required to continue to input corrective transactions via the RPS in order for these transactions to be updated to the CS via the regular daily update process.

 

For questions concerning the completion of PWGSC-TPSGC 110 ( PDF 700k ) or for inquiries concerning the status of previously submitted forms, the Superannuation Directorate may be contacted by phone at 1-506-533-5061 or by e-mail at SHE.Imdpam@pwgsc.gc.ca. A voice mail facility is also available outside of regular business hours. When leaving a voice-mail, compensation advisors are requested to state the nature of their call, provide account specifications and leave their contact information.

 

Please note that for security reasons, Personal Record Identifier (PRI) and Superannuation Numbers should not be sent via e-mail.

 

4.2

Regional Pay Offices

 

Effective September 3, 2002, correction of salary and service reject messages will no longer be the responsibility of the Regional Pay Offices. Correction of all CS Rejects will be the responsibility of the Superannuation Directorate.

 

Contributor System TOS/Screening - Contributor System (PWGSC-TPSGC 2276) and General Change - Contributor System (PWGSC-TPSGC 2277 [ PDF 10k ]) forms sent to the Superannuation Directorate, after September 3, 2002, will not be processed by the Superannuation Directorate.

 

Any outstanding Contributor System - Snapshots (DSS-MAS 2279 reports) currently in the Regional Pay Offices should be returned immediately to the Superannuation Directorate at the following address:

Compensation Services Offices will continue to report system problems for the Contributor and related systems as per the current process.
