PURPOSE

The purpose of the directive is to provide an update on
the transfer of responsibility, to the Superannuation Directorate,
for the issuance of Return of Contributions for employees
paid by means of the Regional Pay System.
|

In this text, use of the masculine is generic and applies
to both men and women.
|
|
2
|
BACKGROUND
|
|
2.1
|
Public Works and Government Services Canada (PWGSC) initiated
a Pension Reform Project to, among other things, develop
new and revised administrative and system support processes
to meet the needs of the new pension fund.
|
|
2.2
|
One of the goals of Pension Reform was to increase the
accuracy and control of Return of Contributions. It was
deemed that to accomplish this the administrative responsibilities
should be transferred under the Superannuation Directorate
control.
|
|
2.3
|
Further review has determined that because of increased
administrative burden that would be placed on departments
and agencies, the transfer of responsibilities will be postponed
and reassessed later in conjunction with the Compensation
Modernization Project.

POLICY
|

3.1
|
The existing administrative arrangements involved in the
Return of Contributions will remain in affect until further
notice.
|
|

|
PROCEDURES/INSTRUCTIONS
|
|
4.1
|
Client departments and agencies will continue to send required
documentation to the PWGSC pay offices for employees who
are entitled on termination to a Return of Contributions
and the PWGSC pay offices will be responsible for the issuance
of the Return of Contributions using the Regional Pay System.
