Information Notice to Employees

SUBJECT: Signing Bonus -- Collective Agreement for Employees in the Computer Systems (CS) Group

  1 PURPOSE
  1.1 The purpose of this directive is to provide information regarding a Collective Agreement signing bonus payable to employees in the Computer Systems (CS) group, as a result of the CS collective agreement signed on July 24, 2006.
  1.2 A notice of information to employees concerning the above subject has been included with this compensation directive.


  2 BACKGROUND
  2.1 The collective agreement provides for a signing bonus in the amount of $300, payable to all employees in the CS group (Bargaining Unit Designator [BUD] code 30300) on July 24, 2006.


  3 POLICY
  3.1 The Signing Bonus (entitlement code 360) is a lump sum amount payable to all active and temporarily struck off strength (T-SOS) employees in the CS group on the date of signing of the collective agreement. This includes employees acting in an affected position as well as casuals, terms of less than three months and excluded employees. Part-time employees will receive the total amount of the bonus (not prorated).
  3.2 The signing bonus is subject to income tax, the Canada Pension Plan (CPP) or the Quebec Pension Plan (QPP), the Employment Insurance Plan (EI) and the Quebec Parental Insurance Plan (QPIP) deductions.
  3.3 The signing bonus is not to be considered as salary for recalculation purposes. It is not subject to the Disability Insurance Plan (DI), the Long-term Disability Insurance Plan (LTD), the Public Service Pension Plan (PSPP), the Supplementary Death Benefit Plan (SDB) and the Public Service Management Insurance Plan (PSMIP) deductions. It is not to be used to calculate the 4% gratuity or other entitlements such as premium pay in lieu of statutory holidays.
  3.4 Acting Pay
    The signing bonus is payable to employees based on the position they occupied on the date of signing of the collective agreement, including employees who are receiving acting pay.
  3.5 Salary Protection
    The signing bonus is payable to employees in a salary protection situation based on the position they occupied on the date of signing of the collective agreement.
  3.6 Dual Employment
    Employees occupying two positions within units represented at the same bargaining table and on leave without pay (LWOP) from one of the positions will receive the signing bonus once.
  3.7 Dual Remuneration
    Employees working in two positions and receiving dual remuneration will receive the signing bonus once.


  4 PROCEDURES/INSTRUCTIONS
  4.1 This collective agreement must be implemented within 90 calendar days after the date of signing of the collective agreement. Consequently, employees in the CS group shall receive the signing bonus by October 22, 2006.
  4.2 Consolidated Systems Control Division (CSCD) will automatically process payment of the signing bonus on August 21, 2006, for employees in the CS group. Please note that all applicable pay frequencies (7A, 7B and 7C) will be processed on the same date.
  4.3 Please note that a "No Payment" report will be produced for employees in dual employment/dual remuneration situations. Compensation advisors will be responsible for processing these payments manually.
