COMPENSATION DIRECTIVE: 2006-019

SUBJECT: Changes to Field 55 -- Appointment Status - Official Languages

  1 PURPOSE
  1.1 The purpose of this directive is to provide compensation advisors with information concerning changes to the current codes and the creation of new codes for Field 55 (Appointment Status) effective December 31, 2005, which is the effective date of the Public Service Official Language Exclusion Approval Order (PSOLEAO).
  1.2 In accordance with the PSOLEAO, the Public Service Employment Act (PSEA), and Treasury Board policies and guidelines, new codes have been created and some existing codes have been amended for Field 55 to identify the status of an appointment or a deployment to the position.


  2 BACKGROUND
  2.1 A new PSOLEAO came into force on December 31, 2005, along with the new PSEA. Details of the legislation are available at the following link:

  3 POLICY
  3.1 Compensation advisors are responsible to input the appropriate code in Field 55 to identify the status of the appointment or deployment to the position.
    The revised codes are as follows:

    Note 1: Codes 04 and 05 should no longer be used under any circumstance. However, existing accounts containing these codes will remain as is in the system.
    Note 2: Codes 09, 10 and 19 apply solely to situations prior to December 31, 2005, and should only be used for appointment situations with an effective date prior to this date.


  4 PROCEDURES
  4.1 The revised codes for Field 55 were updated in the Regional Pay System on August 22, 2006, and are currently available for use.
  4.2 The Personnel-Pay Input Manual (PPIM) will be amended to reflect these changes.
