COMPENSATION DIRECTIVE: 2006-027

SUBJECT: Classification Reform Project -- Conversion to the New Classification Standards

  1 PURPOSE
  1.1 The purpose of this directive is to inform compensation advisors of system changes developed by Public Works and Government Services Canada (PWGSC) under the Classification Reform (CR) project for the conversion of employees' classification to the new classification standards established by the Treasury Board Secretariat (TBS).
  2 BACKGROUND
  2.1 The CR will be implemented as part of the renewal of the various collective agreements. PWGSC was required by TBS to create an automated process that would reduce the level of effort associated with the conversion to the new classification standards.
  2.2 A Web-based Compensation Common Services Database (CCSDB) was created that will contain the information for the new classification groups. A view access of the CCSDB is currently available to departments where the Compensation Web Applications (CWA) have been deployed. Compensation advisors in those departments and agencies that have not yet deployed the CWA will continue to use the current on-line inquiry facility.
  3 NEW CONVERSION PROCESS
  3.1 The major changes required to the Regional Pay System (RPS) to accommodate the processing of data associated with the conversion of accounts to a new classification structure are:
   
  • the creation of a conversion (CNV) table which contains the following information:

    OLD/NEW BUD Code
    OLD/NEW Classification Group Code
    OLD/NEW Classification Subgroup Code
    OLD/NEW Classification Level
    OLD/NEW Pay Zone
    OLD/NEW Basic Pay Rate Amount
    OLD/NEW Basic Pay Rate Base Code
    NEW Pay Rate Code
    OLD/NEW Standard Work Week (SWW) Hours
    Conversion Effective Date
 
 
  • the conversion of all affected accounts to the new classification structure and the automation of basic and extra duty pay (EDP) salary adjustments using the information from the conversion table;
 
  • the automatic conversion of accounts in ACTIVE and TEMPORARILY STRUCK OFF STRENGTH (T-SOS) status on the effective date of the conversion;
 
  • the conversion will be automated for employees whose substantive positions are in the occupational group being converted;
 
  • the conversion will not be automated for employees who are acting outside of the occupational group; and
 
  • the salary adjustment payment process for retroactive and future conversions will be based on the functionality as currently existing in the process for the automation of retroactive payments and adjustments to EDP. Please refer to Compensation Directive 2004-012.
  4 CLIENT RESPONSIBILITY
  4.1 Accounts not converted will be identified to compensation advisors on a report for manual conversion. To manually report conversion transactions for accounts that cannot be converted automatically, compensation advisors can use the conversion screen (please refer to PPIM Section 14-4-6) or the on-line pro forma feature described in the Compensation Directive 2001-016 and in the job aid available at the following Internet site:http://www.pwgsc.gc.ca/compensation/

  5 IMPLEMENTATION
  5.1 The changes to the RPS were made on August 8, 2006. PWGSC will provide additional procedures and instructions to client departments once a collective agreement that is converting to a new classification standard is signed for a specific group.
