SPECIAL ADVICE TO CROWN CORPORATIONS: 1998-004

SUBJECT: Future Elimination of the PWGSC-TPSGC 2000 - Non Elective Pensionable Service Record

PURPOSE

1.1 The purpose of this directive is to provide Corporations and Agencies with advance notice of the elimination of the form PWGSC-TPSGC 2000 "Non Elective Pensionable Service Record".

1.2 This change will be effective in the spring of 1999.

1.3 Enhancements are being made to the Pension Support System to eliminate the requirement to complete a PWGSC-TPSGC 2000 where the system currently cannot be used.

POLICY

Corporations and Agencies who have access to the Pension Support System
2.1 The Pension Support System will be enhanced to be used in all cases where a PWGSC-TPSGC 2000 is still required, except for dual remuneration.

2.2 The Contributor System does not accommodate more than one active account per employee; therefore, a new form is being designed to report salary and service for dual remuneration cases.

2.3 The form, similar in format to the Pension Support System Screens, will be titled "Salary/Service Information - Pension Support System" and numbered PWGSC-TPSGC 2020.

2.4 The PWGSC-TPSGC 2020 will be completed by the employing department responsible for the account not accessible on the Pension Support System. The PWGSC-TPSGC 2020 will be forwarded to the Superannuation Directorate for input to the Pension Support System.

2.5 Until the changes to the Pension Support System have been made, a manual PWGSC-TPSGC 2000 is still required for the following:

a)

employees whose average salary is based on less than six years of current service;
b) employees who opt for a Reciprocal Transfer Agreement;
c) employees who opt for a Cash Termination Allowance;
d) cases where the employee has 30-hour service in the 6-year average salary period and a comparison is required to determine the greater benefit treating the service as full-time or as part-time;
e) dual remuneration cases,
f) cases where the contributor effective date is blank on the Contributor System;
g) employees who are 65 years of age or older, in receipt of CPP/QPP, and who did not elect to recommence Public Service Superannuation contributions;
h) all cases where a PWGSC-TPSGC 2000 was originally prepared and an amendment is required.

Corporations and Agencies who do not have access to the Pension Support System
2.6 The PWGSC-TPSGC 2000 will be eliminated in the spring of 1999 and will be replaced by the new PWGSC-TPSGC 2020 "Salary/Service Information - Pension Support System".

2.7 Corporations and Agencies who do not have access to the Pension Support System will be required to complete the PWGSC-TPSGC 2020.

2.8 Corporations and Agencies will continue to be responsible for certifying elective service payments, Leave Without Pay deficiencies and completion dates of 35 years of pensionable service. This information was previously reported on the back of the PWGSC-TPSGC 2000.

2.9 The form PWGSC-TPSGC 2386 "Certification Notice - Pension Support System" has been designed to replace the back of the PWGSC-TPSGC 2000.

2.10 The PWGSC-TPSGC 2020 and PWGSC-TPSGC 2386 will be completed by the personnel office responsible for the account and forwarded to the Superannuation Directorate for input to the Pension Support System.

PROCEDURES/INSTRUCTIONS

3.1 The Entitlement System DSS 2000 Manual for Personnel and Pay will also be eliminated and replaced by the Pension Support System Procedures Manual.

3.2 The procedures for the completion of all forms and for the use of the Pension Support and Verification Systems will be found in the new Pension Support System Procedures Manual.

3.3 Further details regarding the enhancements being made to the Pension Support System and procedures for Corporations and Agencies will be outlined in a subsequent Directive.

3.4 The Benekit Pension Courses will be updated to include the following:

a)

changes to the Pension Support System,

b)

completion of the PWGSC 2020,
c) completion of the PWGSC-TPSGC 2386.


The courses will be offered in the 1999-2000 Public Works and Government Services Canada (PWGSC) Compensation Training Course Calendar.
