SPECIAL ADVICE TO CROWN CORPORATIONS : 1999-002

SUBJECT: Elimination of the PWGSC-TPSGC 2000 - Non-Elective Pensionable Service Record

PURPOSE

1.1 The purpose of this advice is to provide Corporations and Agencies with information regarding a new form and changes to procedures that will occur with the elimination of the form PWGSC- TPSGC 2000, Non-Elective Pensionable Service Record.
1.2 These changes will be effective May 1999.
1.3 In this text, use of masculine is generic and applies to both men and women.

BACKGROUND

2.1 As described in Special Advice 1998-004 dated November 9, 1998, the Pension Support System (PSS) will be enhanced to be used in all cases where a PWGSC-TPSGC 2000 was required except for dual remuneration cases where the account is not accessible on the PSS.
2.2 The PWGSC-TPSGC 2000 will no longer be used to report certified salary and service information to the Superannuation Directorate.

POLICY

3.1 Cases where the employee opted for a Reciprocal Transfer Agreement (RTA) or a Cash Termination Allowance (CTA) will now be handled by the PSS. All salary, service and Leave Without Pay (LWOP) records must be verified. Compensation Specialists must enter the applicable "Submit Reason" code on the Pension Request screen before submitting the verified salary and service data to the Superannuation Directorate.
3.2 A full time calculation for Grandfathered 30-Hour Employees will be provided by the system using a new field on the Pension Request screen called "Grandfathered". A pension benefit estimate may be performed to determine the greater benefit; either the part-time or the full time. The salary and service for the greater benefit must be verified and reported to the Superannuation Directorate.
3.3 Dual remuneration cases will require that the Corporation or Agency responsible for the account on the PSS submit the verified salary and service data via the system. The Corporation or Agency responsible for the account not accessible on the PSS will complete the form PWGSC-TPSGC 2020, Salary Service Information - Pension Support System. The PWGSC-TPSGC 2020 will be forwarded to the Superannuation Directorate for input to the PSS.
3.4 Cases where the contributor effective date is blank on the Contributor System will no longer be treated as exceptions. As well, new service codes will be added to the service maintenance process to allow for the calculation of benefits in cases where employees are 65 years of age, in receipt of CPP/QPP, and did not elect to recommence the Public Service Superannuation contributions and where employees are age 71 or older.
3.5 An average salary will be calculated by the system for cases where an employee has less than six years of current service.

PROCEDURES/INSTRUCTIONS

4.1 Corporations and Agencies Who Have Access to the On-Line Pension Systems
4.1.1 Conversion
New service codes have been added to the service maintenance process. Currently, service is generated for previous contributor service. With the new service process, current contributor service will now be displayed on the Generated Service screen. The Generated Service screen (GEQ) has been renamed the Service Maintenance screen (GEQ) to comply with the new service process.
Service codes will be converted for active, Temporarily struck off strength (TSOS) and Struck off strength accounts (SOS). The system will now use the new codes to calculate service credit. Accounts will be converted with the following service type codes:
a) Code 101 for accounts with current contributor service;
b) Code 135 for accounts with a certified 35 years completion date on the Contributor System.
Two other new service records will be added which will require manual input to the Service Maintenance screen. The Compensation Specialists must create the service codes for the following cases:
a) Code 965 for accounts where the employee is 65 years of age, in receipt of CPP/QPP and did not elect to recommence the Public Service Superannuation contributions;
b) Code 971 for accounts where the employee is age 71 or older.
Accounts that are SOS will be converted to facilitate the recalculation of pension benefits. Changes to SOS accounts where the PSS was originally used will be automatically recalculated by the system and the Superannuation Directorate will be notified of the change to the pension benefit. For SOS accounts where a PWGSC-TPSGC 2000 was used, the Compensation Specialist will make any required corrections to the salary and service records via the on-line Pension Support System. Once verification is complete, the SUBMIT command must be used to release all the pertinent data to the Superannuation Directorate. Compensation Specialists must continue to complete the form PWGSC-TPSGC 2386, Certification Notice - Pension Support System.
Service on the GEQ screen must be reviewed by the Compensation Specialist prior to providing a pension benefit estimate and prior to SUBMITTING the verified salary and service data to the Superannuation Directorate.
4.2 Listings
Certain accounts, such as accounts where the contributor effective date is blank or where there is no certified 35 years completion date, will not be automatically updated to the Contributor System on conversion. A one time listing will be provided to the Superannuation Directorate for distribution to the appropriate Corporations and Agencies. The listing may be used to assist in identifying if a code 101 and /or 135 service record needs to be created on the GEQ screen for an account.
The listing and distribution instructions will be forwarded to the Superannuation Directorate during the month of May 1999.
4.3 Corporations and Agencies Who Do Not Have Access to the On-Line Pension Systems
Corporations and Agencies who do not have access to the On-Line Pension Systems will complete the PWGSC-TPSGC 2020, Salary Service Information - Pension Support System and the PWGSC-TPSGC 2386, Certification Notice - Pension Support System, for all cases where a PWGSC-TPSGC 2000 was required. For RTAs and Grandfathered 30-Hour employees, all pensionable salary, service and LWOP information is to be reported on the PWGSC-TPSGC 2020. The completed form will be forwarded to the Superannuation Directorate for input to the Pension Support System. Refer to Section 4.4 for further details regarding the forms.
4.4 Forms
PWGSC-TPSGC 2020
4.4.1 A new form PWGSC-TPSGC 2020, Salary Service Information - Pension Support System, similar in format to the PSS screens, has been developed to replace the PWGSC-TPSGC 2000. The PWGSC-TPSGC 2020 will be used to report salary and service information previously completed on the front of the PWGSC-TPSGC 2000. This form will be used for dual remuneration cases and by Corporations and Agencies who do not have access to the PSS and will be forwarded to the Superannuation Directorate for input to the PSS.
4.4.2 PWGSC-TPSGC 2386
The form PWGSC-TPSGC 2386, Certification Notice-Pension Support System, has been developed to replace the back of the PWGSC-TPSGC 2000. Similar to the PWGSC-TPSGC 2000 process, the form is used to report information such as elective service payments, LWOP deficiencies and completion dates of 35 years of pensionable service.
It is important to note that this form must be completed and forwarded with the PWGSC-TPSGC 2020 to the Superannuation Directorate when both forms are necessary.
The PWGSC-TPSGC 2020 and 2386 may be ordered from the appropriate Printing Plant in the usual manner. The electronic version of these forms is also available on the ELF System.
4.5 Manuals
The Entitlement System DDS 2000 Procedures Manual for Personnel and Pay will be replaced with the Pension Support System Manual. An overview of the Pension Support and Contributor Verification Systems and procedures on the completion of both the PWGSC-TPSGC 2020 and PWGSC-TPSGC 2386 will be contained in this new manual. It is expected that the new manual will be issued in April 1999.
4.6 Help Text
The "Help Text" and the Section "Hints" which exists within the Pension Support System will be updated to include the new changes to the system.
Element Help" may be accessed for each element of a PSS screen by pressing the "F4" key while the cursor is located within the element. "Hint" may be accessed by pressing the "F3" key while working within that screen. It is important that Compensation Specialists utilize these aids for assistance while using the PSS.
4.7 Training
A workshop on the changes to the PSS and completion of the PWGSC-TPSGC 2020 will be provided by the Public Works and Government Services Canada (PWGSC) Training Officers starting in April 1999. A prerequisite of experience with the PSS is required for Compensation Specialists to attend the workshop. Training Applications should be completed and forwarded in a timely manner to the responsible Regional Training Centre.
For Corporations and Agencies who do not have access to the PWGSC Pension Systems, a workshop on the completion of the form PWGSC-TPSGC 2020 and the PWGSC-TPSGC 2386 will be provided by PWGSC Training Officers starting in April 1999.
Compensation Specialists will be required to use the PSS. The Superannuation Directorate will no longer accept the manual PWGSC-TPSGC 2000 form after implementation.
