SPECIAL ADVICE TO CROWN CORPORATIONS: 2004-001

Contributor System - Master File Expansion


  1 PURPOSE
  1.1 The purpose of this special advice is to provide Crown corporations and territorial governments, not using the Regional Pay System (RPS), with information regarding the changes to the Public Works and Government Services Canada (PWGSC) Contributor System (including the Pension Support System and the Contributor Verification System) and the Crown Process Improvement (CPI) Workbook.
 

1.2

In this text, use of the masculine is generic and applies to both men and women.

  2 BACKGROUND
  2.1 As a result of requirements from pension reform, tax legislation and collective agreements, all available codes for reporting both leave without pay (LWOP) and entitlement deduction adjustment (EDA) have been utilized. In keeping with the ever changing complexities of the compensation environment and the requirement to meet future compensation needs, PWGSC must modify the code structures to handle future policies and legislative requirements.

  3 POLICY
  3.1 The EDA code structure will be redefined to accept three-character alphanumeric codes. This change will not affect any of the existing three-character numeric EDA codes. However, effective April 2004, the structure of any new EDA code will be using the new alphanumeric format. In order to facilitate the identification of the code as a deduction or an entitlement, the first digit of the EDA code will continue to be numeric. A character between 0 and 4 will identify an entitlement and a character between 5 and 9 will identify a deduction. To provide sufficient additional codes for future compensation needs, the second and third characters of newly assigned EDA codes will be alphanumeric.
  3.2 As the current LWOP policy requirements have utilized all available LWOP reason codes, it was necessary to expand the LWOP code structure to enable the system to accept two-character codes. The existing LWOP reason codes will remain unchanged and the new codes will be created, when required, using the new two-character format.
  3.3 The Contributor System on-line screens will be amended to reflect the actual business name and to remove fields and references that are no longer applicable. Compensation advisors will see new field names when using the affected on-line screen. Actual field usage will not change as a result of this release.
    The following chart illustrates the on-line screen fields that have been renamed. For example, the first item shows that the "309 FULL/PART TIME IND" Field (present field name) on the "STATUS INFORMATION # 1" (STS) Screen has been renamed "309 PART TIME OPTION IND" (new field name).

  4 PROCEDURES/INSTRUCTIONS
  4.1 The Contributor System and the CPI workbook will be modified to accept the LWOP and EDA new reason code structures.
 

4.2

All existing LWOP and EDA codes will continue to be accepted on input screens and fields in the Contributor System and CPI workbook.
 

4.3

Effective March 8, 2004, compensation advisors must enter all LWOP codes (existing and new) using the left justified format on the Leave Without Pay Maintenance Screen (SNLWQ). For existing single character codes, for example, reason code "K", the code must be entered in the left position of the field followed by a space. If a single LWOP code is entered in the second position, the normal edit process would occur and the transaction would reject as an invalid LWOP code.

RE-TOS APPLICATION
 

5.1

The retaken on strength (RE-TOS) application will also be modified to reflect the new structure for LWOP and EDA codes. All existing codes will remain unchanged. Effective April 2004, any new requirement for a LWOP or EDA code will be assigned using the new structure and the RE-TOS system will be updated to include these changes.

CONVERSION
 

6.1

The existing single character LWOP codes currently stored in the Contributor System will be converted automatically by PWGSC as left justified characters on March 8, 2004. For example, LWOP reason code "K" will be moved to the first position of the field leaving a blank space in the second position. There is no client intervention required for this change.

 

7

IMPLEMENTATION
 

7.1

Changes to the Contributor System are scheduled to be in production on March 8, 2004. The CPI workbook modifications will be implemented shortly thereafter.
 

7.2

The implementation of the Master File Expansion Project will take place over a three-day period in March 2004. This will require the dedicated use of the Contributor System by the implementation team. As a result, the on-line services and the updates will not be available from March 5 to March 7, 2004, inclusively. This change to the processing schedule for March 2004 will be confirmed by a broadcast message in February 2004.
