SUBJECT: Waiver of Annual Allowance Reduction - Eligibility Criteria

PURPOSE

1.1 The purpose of this Bulletin is to provide Compensation Specialists with details regarding the waiver of an Annual Allowance reduction under the Public Service Superannuation Act (PSSA) for employees aged 55 to 59.

POLICY

2.1 As mentioned in Superannuation Administration Manual (SAM) Special Bulletin 1998-001 dated January 27, 1998, after the termination of the Early Retirement Incentive (ERI) Program, employees aged 55 to 59 may, under the PSSA, continue to be eligible for a waiver in the Annual Allowance reduction.
2.2 The current policy regarding an Annual Allowance waiver will remain in effect until June 22, 1998.
2.3 The new Treasury Board policy regarding waiver criteria to take effect after June 22, 1998, has not yet been finalized. Further details will be made available once they are known.

PROCEDURES

3.1 The "Certification of Waiver of Reduction of Annual Allowance" form (PWGSC-TPSGC 2429-1) has been amended to reflect the current policy and must be used to certify the eligibility of employees subject to the regular waiver of an annual allowance reduction.
3.2 Please note that the only acceptable version of this form is dated 5/98. This version can be ordered from the appropriate Printing Plant.
3.3 The "Certification of Waiver of Reduction of Annual Allowance" form (PWGSC-TPSGC 2429) may continue to be used to certify eligibility for the waiver for any employee eligible for the ERI.

As mentioned in SAM Special Bulletin 1998-001, the departure date for these employees can be no later than October 1, 1998, (i.e. the last day paid must be no later than September 30, 1998).
