About SACC Manual
Under the authority of sections 21 and 22 of the Department of Public
Works and Government Services Act, Public Works and Government
Services Canada (PWGSC) may incorporate terms and conditions contained
in the Standard Acquisition Clauses and Conditions (SACC) Manual, by
reference, into procurement documents issued by the Department.
The SACC Manual is intended to provide suppliers and clients of PWGSC
with information on terms and conditions commonly used in the
contracting process by the federal government and PWGSC. Its contents
are referred to in bidding opportunities and contracting activities.
The SACC Manual is designed to make dealing with the government more
time and cost efficient by reducing the level of detailed text
contained within the various procurement documents. Those basic
clauses and conditions which are normally attached to each document
will be issued by the Department either Full Text or Incorporated
by Reference.
