PILT Dispute Advisory Panel (DAP)

In May 2005 the governor in Council appointed 37 members to the PILT Dispute Advisory Panel with a mandate to provide advice to the Minister of PWGSC with respect to the resolution of disputes concerning PILT payments between the Federal Government and Canadian taxing authorities. This mandate is set out in subsection 11.1(2) of the Payments in Lieu of Taxes Act, 2000 as follows: "The advisory panel shall give advice to the Minister in the event that a taxing authority disagrees with the property value, property dimension or effective rate applicable to any federal property, or claims that a payment should be supplemented under subsection 3(1.1)."

Any taxing authority may make a request for review to the PILT DAP if they are in disagreement with the PILT payment they've received. Any request should be directed to:
