PILT Dispute Advisory Panel
On May 19, 2005, on the advice of the Queen's Privy Council of Canada represented by Cabinet,
the Governor General appointed thirty six candidates to the PILT Dispute Advisory Panel under
Order in Council 2005-0990, providing membership representation to the new Panel for all
provinces and territories. On June 21, 2005, under Order in Council 2005-1212,
Mr. Michel Doyon was appointed to the Panel, and was also appointed as the Panel Chairperson.
It is expected that the Panel will begin hearings early in 2006.
Electronic Data Interchange (EDI)
In the spring of 2005, the PILT program initiated EDI, whereby Taxing authorities may now choose
to have their PILT payments deposited directly into their bank accounts via EDI, which offers
a fast, reliable alternative to the issuance and processing of printed cheques. More details

Amalgamation of PILT and Appraisal Directorates
With the goal of improving program and service delivery to benefit federal client departments
and organizations and, ultimately taxpayers, Public Works and Government Services Canada
(PWGSC) decided to amalgamate the Appraisals and Payments in Lieu of Taxes directorates to
make better use of the common technical skills of these two organizations. The merger took
effect on April 1, 2005, when the new Valuation and Payments in Lieu of Taxes Programs
Directorate was officially created.
