SUBJECT: Integrity of Compensation Modernization Projects Procurement Processes

  Public Works and Government Services Canada (PWGSC) has been apprised of the fact that private consulting firms have been contacting federal public servants working in the field of compensation, particularly pensions, to invite them to participate in focus groups outside working hours. Participants are offered a flat fee for their involvement.
  This communiqué is issued to alert you to the fact that participation in any such activity, which is not sponsored by the federal government, is to be discouraged as it could be perceived as a source of conflict of interest from a procurement perspective.
  Further to a Request for Proposal, PWGSC is currently involved in the process of allowing a contract to a consulting firm to address the requirements of the Pension Modernization and therefore it is of utmost importance that no particular vendor gain an unfair advantage through actions of our personnel.
