PAY RATE IMPLEMENTATION
BULLETIN: 2006-009

March 7, 2006

SUBJECT: Ministers' Exempt Staff (MS) Group
Employer - Treasury Board

  1 PURPOSE
  1.1 The purpose of this bulletin is to provide you with information concerning a letter of authority for employees in the Ministers' Exempt Staff (MS) Group.
  1.2 In accordance with this letter of authority, new rates of pay have been authorised for the MS group. In addition, two new classification levels have been added to the existing salary structure for the Chief of Staff Group, BUD 72011 (MS-COS 01 and 02). Please note that the Chief of Staff (Ministers of State) Group (MS-MSC), BUD 72018, no longer exists.


  2 BACKGROUND
  2.1 The following occupational groups are affected by this letter of authority:

  3 POLICY
  3.1 This letter of authority was signed on February 6, 2006, and will expire on March 31, 2007.
  3.2 This letter of authority provides for new rates of pay effective February 6, 2006.
  3.3 The new levels and rates of pay for MS-COS 01 and 02 were also effective February 6, 2006.


  4 PROCEDURES/INSTRUCTIONS
  4.1 The Pay Rate Control File (PRCF) will be updated with the revised rates of pay and the new classification levels on March 16, 2006. Please note that compensation advisors will be responsible for processing all retroactivity for employees. Compensation advisors will also be responsible for the conversion of employees to the new levels.
  4.3 The automated Extra Duty Pay process will not be used for these groups.
