PAY RATE IMPLEMENTATION
BULLETIN: 2006-066

November 17, 2006

SUBJECT: Aircraft Operations (AO) Group
Employer - Treasury Board

  1 PURPOSE
  1.1 The purpose of this bulletin is to provide you with information concerning the Aircraft Operations (AO) Group's new collective agreement.


  2 BACKGROUND
  2.1 The following occupational groups are affected by this new collective agreement:

Subgroups Bargaining Unit
Designator (BUD) Codes
Civil Aviation Inspectors (AO-CAI 01-05) 40101
Engineering Test Pilots (AO-ETP 01) 40102
Helicopter Pilot and Supervisors (AO-HPS 01-02) 40103


  3 POLICY
  3.1 This collective agreement was signed on October 10, 2006, and will expire on January 25, 2008. The Public Service Labour Relations Act (PSLRA) requires that collective agreements be implemented within 90 calendar days after the date of their signature. Consequently, employees in the AO group shall receive all pay adjustments by January 8, 2007.
  3.2 This collective agreement provides for salary increases retroactive to the following dates:

  • January 26, 2004
  • January 26, 2005
  • January 26, 2006


  4 PROCEDURES/INSTRUCTIONS
  4.1 The Pay Rate Control File (PRCF) will be updated with the revised rates of pay on November 23, 2006. The Regional Pay System (RPS) will automatically process revision payments on November 27, 2006. The RPS will automatically update the permanent line for employees on January 22, 2007, for 7C pay accounts, and on February 5, 2007, for 7A and 7B pay accounts.
  4.2 The automated Extra Duty Pay process will be used for these groups on November 27, 2006.
  4.3 Compensation advisors will be responsible for processing all retroactivity and the permanent line update for the following group:
   
  • Engineering Test Pilots (AO-ETP 01)
