COMPENSATION DIRECTIVE: 1997-032

SUBJECT: Alberta Health Care Insurance Plan

  1 PURPOSE
  1.1 The purpose of this directive is to remind compensation advisors of certain responsibilities regarding the administration of the Alberta Health Care Insurance Plan and to provide an information letter issued by that office.


  2 POLICY
  2.1 Compensation advisors are responsible for notifying Alberta Health Care (AHC) promptly of employee commencements and terminations.
  2.2 When completing AHC forms, compensation advisors should use the employee's Individual Agency Number (IAN). The IAN is the reference number to be used for communications with the Alberta Health Care administration. Compensation advisors must not insert the Social Insurance Number (SIN) or the Personal Record Identifier (PRI) on any forms. The SIN can only be provided on AHC's forms by either the applicant or the plan member. In cases where the employee refuses to provide it, the SIN is to be left blank.
  2.3 When there is no change to the premium rate, employees can advise AHC directly of the addition or deletion of a dependant and of a change to their home address. Compensation advisors are not required to provide this kind of information to AHC.
  2.4 Premiums for AHC are not deducted from Public Service pension payments. When an employee retires from the Public Service, AHC payroll deductions stop, and the former employee is billed directly by AHC.
  2.5 The federal government continues to make a contribution toward the premium costs incurred by Alberta pensioners in the form of a rebate payable once a year.


  3 PROCEDURES/INSTRUCTIONS
  3.1 Compensation advisors should ensure that an Employee Group Commencement and Termination form (AHC 199) is submitted immediately when commencing or terminating employees from the Public Service group.
  3.2 When completing the AHC 199, information should be inserted as follows:
    Group name - Department or agency name.
    Group number - Group number for your Public Works and Government Services Canada (PWGSC) pay office as indicated in Section 3.3.
    Social Insurance Number - To be left blank if not provided by the employee.
    Mailing address (when terminating group coverage) - Unless the address is changed from previous documentation provided to AHC, it should be left blank.
    Commencement date - First day of the month indicated.
    Termination date - Last day of the month indicated.
    Number of lives - 01, 02, 03, etc.
    Department number - Paylist number.
    Payroll number - Individual Agency Number (IAN).
    A sample form is provided in Appendix A.
  3.3 The group numbers assigned to each PWGSC pay office (PO) are:

|   PO 62: 90018
|   PO 66: 90022
  3.4 For changes in personal data which do not affect the premium deduction rate, i.e. to add or delete a dependant, to change or correct their home address, employees are to complete the form on the back of their "statement of coverage" and return it directly to AHC.
| 3.5 For more information about AHC policy and procedures, personnel offices should refer to the attached information letter and to their Group Administrator's Handbook (latest version is dated November 2004).   3.6 Each January, the Superannuation, Pension Transition and Client Services Sector sends a notice with the pension payment statements advising pensioners who reside in Alberta that they may apply for a rebate of the employer's portion of the premium. Pensioners must provide proof that they have paid the provincial premiums in a given year.


  4 INQUIRIES
  4.1 Any request for information regarding the foregoing should be addressed to your PWGSC Compensation Services Office.
  4.2 Ongoing questions regarding Alberta Health Care procedures should continue to be referred to that office.
