Section: PROCEDURES - PWGSC TPSGC 2020 (SALARY-SERVICE INFORMATION - PENSION SUPPORT SYSTEM)

Subsection: FIELD DESCRIPTION AND COMPLETION INSTRUCTIONS

The PWGSC-TPSGC 2020, Salary and Service Information - Pension Support System provides the Superannuation Directorate with the certified salary and service information required to process a pension benefit. The type of pension benefit depends on the contributors benefit option on termination.

The PWGSC-TPSGC 2020 is completed by:
  • Public Service Corporations who do not have access to the PWGSC on-line pension systems;
  • Departments reporting dual remuneration who are responsible for the contributor's account not accessible on the Pension Support System (PSS);
The completed PWGSC-TPSGC 2020 will be fowarded to the Superannuation Directorate who will input all reported information to the PSS.

Note: The original copy of the PWGSC-TPSGC 2020 should be fowarded to the Superannuation Directorate and a photocopy retained in the Personnel file.

FIELD: PAGE COUNT
Insert the number of pages (PWGSC-TPSGC 2020's) that are being submitted for the account, i.e. 1 of 2.
FIELD: PAY OFFICE
Insert the 2-digit numeric code of the responsible PWGSC Pay Office, Crown Corporation or Agency.
FIELD: DEPARTMENT
Insert the official name of the applicate department, Public Service Corporation or Agency.
FIELD: PAYLIST
Insert the 4-digit numeric code to identify employee's paylist; if less than 4 digits, use leading zero(s).

FIELD: SURNAME
Insert the employee's family name, to a maximum of 17 alphabetical characters.
FIELD: INITIALS
Insert the employee's initials to a maximum of 3-alpha characters.

Note: Initials are to be used instead of the given names and the first initial of the given name should be the one shown on all input documentation for superannuation purposes.
FIELD: PRI
Insert the employee's Personal Record Indentifier (PRI).
FIELD: SUPERANNUATION No.
Insert the employee's superannuation number as assigned by the Superannuation Directorate.
FIELD: TERMINATION DATE
Insert the employee's termination date. The date should be indicated in day-month-year format, e.g. 08-09-1999 for September 8, 1999.
FIELD: DATE OF BECOMING A CONTRIBUTOR
Insert the employee's most recent date of becoming a contributor under the Public Service Superannuation (PSSA). The date should be indicated in day-month-year format, e.g 25-06-75 for June 25, 1975.
Note: Care must be taken to enter the correct date for the employee who has joined the Public Service following a period of service under the Canadian Forces Superannuation Act (CFSA) or Royal Canadian Mounted Police Superannuation Act (RCMPSA). The date to be entered is the effective date the employee became a contributor to the (PSSA).
Example:
Taken on strength in the Public Service: 02-02-1976
On leave from the Canadian Forces until: 03-03-1976
Contributor to PSSA effective: 04-03-1976

FIELD: UNIT No. - Staff No.
A field used by Superannuation Directorate which identifies the unit and staff number.
FIELD: THIS FORM IS INITIATED FOR
Insert a check mark in the appropriate box.
Note:This field is used to identify the purpose of the form and to INDICATE the employee's benefit option.
SALARY MAINTENANCE (SAQ)
The Salary Maintenance section of the PWGSC-TPSGC 2020 is used to report the historical salary data of the employee. Depending on the reason for initiating the form, you could have the 6 best consecutive years of salary only or all of the salary data.

Insert the modifier code to indentify the action to be performed against a salary record, i.e.:
C Commence an entitlement or an allowance.
D Delete an existing line.

FIELD: PERIOD FROM _ TO_
Insert the "From and To" dates for each period of the superannuable entitlement. The dates are indicated in day-month-year, AM/PM format, e.g. a period from September 1, 1989, AM to October 31, 1989, PM is indicated as 01-09-89 1 to 31-10-89 2.
Note: The "To" date of the most recent salary record should be the last day of remuneration.
1. Enter a separate line for each entitlement code (E/D/A).

2. Enter a new line if:
  • There is a change in the authorized salary rate.
  • There is a change in the rate of allowance.
  • There is a change in rate base for salary and allowance.
  • There is a change in AWW or SWW.
  • There is a change in pension type.
Note: A lump sum should be reported for the actual period it represents;
e.g. 01 01 98 1 to 31 03 98 2.

It is extremely important that the 6 best consecutive years of salary be reported to the Superannuation Directorate.

It will be necessary to go back beyond the 6 best consecutive years to compensate for:
  • periods of seasonal layoff
  • periods of non pensionable and/or non contable leave without pay e.g periods of strike, suspension or periods where the employee opted not to count leave without pay

4.
Full salary details from the most recent date of becoming a contributor to the PSSA to the last day remuneration must be reported for a:
  • Reciprocal Transfer Agreement
  • Cash Termination Allowance
  • Grandfather 30-Hour Employee
  • Part-Time Employee

5. For Pension Benefit Division cases report full salary details from the most recent date of becoming a contributor to the PSSA to the end of the cohabitation period or the period specified by the Superannuation Directorate.

Insert the appropriate code to indicate whether or not the employee is receiving remuneration on two paylists within a department or from another department within the Public Service.

FIELD: SWW
Insert the number of hours that the employee is required to work per week, as per Collective Bargaining Agreement, Arbitral Awards, Promotion Certificates, etc.

FIELD: AWW
Insert the number of hours that the employee actually works per week.
Examples:

FIELD: NON SWW
Insert the appropriate code to indicate whether or not the employee is working a non-standard work week.
Note: An employee is considered to be working a non-standard work week when the assigned hours of work on a regular basis are less than those promulgated in the employee's contract (or terms and conditions of employment) as being a standard work week, e.g. 37.5 hours.

LWOP MAINTENANCE (LWQ)
The LWOP (leave without pay) maintenance section of the PWGSC-TPSGC 2020 is used to report the non-pensionable and/or non countable LWOP data of the employee. The LWOP reason is identified with a reason code.
FIELD: MOD. CODE
Insert the modifier code to identify the action to be performed against a LWOP service history record, i.e.:
C Commence a new line.
D Delete an existing line.
Note: Delete will only be used to amend a previously submitted PWGSC-TPSGC 2020.
FIELD: PERIOD FROM _ TO_
Insert the "From and To" dates of each period of non pensionable and/or non countable LWOP. The dates are indicated in day-month-year, AM/PM format, e.g. a period from February 14, 1997, AM to February 6, 1997, PM is indicated as 04-02-97 1 to 06-02-97 2.
Note: The "To" date of the most recent LWOP record should be the last day of remuneration.
The following guidelines apply when reporting non-pensionable periods of LWOP where the duration is less than full or half days (e.g. ½ hour, 2 hours, 6 hours, etc.):
Standard Work Week
Less than 2 hours Ignored.
2 to less than 6 hours Treat as a half-day of non-contributory service.
6 to 8 hours Treat as one day of non-contributory service.
Compressed Work Week

Example:

Employee works 9.5 hours per day based on a standard work week of 37.5 hours (7.5 hours per day) and the employee was on strike for 2 days.

2 days x 9.5 hours = 19.0 hours ÷ 7.5 hours = 2.5 days of strike.
Non-Standard Work Week

Use proportion of daily hours,
as follows:
Less than 0.24 Ignore.
0.25 to 0.74 Treat as a half-day of non-contributory service.
0.75 and over Treat as one day of non-contributory service.


Example 1

Employee works 5 hours per day and is on strike for 1.75 hours
1.75 ÷ 5.0 hours = 0.35 which is treated as a half-day of strike

Example 2

If the employee works irregular hours, the hours are to be averaged over a period of 4 weeks

18.75 + 22.50 + 17.00 + 21.75 = 80.00 hours
80.00 ÷ 4 weeks = 20.00 hours per week
20.00 hours ÷ 5 days = 4 hours per day
Employee works 4 hours per day and is on strike for 3.75 hours
3.75 hours ÷ 4.0 hours = 0.93 which is treated as one day of strike

Insert the LWOP reason code.
Note: Only the non pensionable/non countable codes are to be reported. Except for Reciprocal Transfer Agreements where all periods of double rate LWOP and the reason codes must be entered.

The Service Maintenance section of the PWGSC-TPSGC 2020 is used to report the service data of the employee. All of the employee's service has to be reported and will be identified with a three digit numeric code.
