  FIELD 08 - FORM IDENT.
    PURPOSE -- To identify the type of Public Works and Government Services Canada (PWGSC) form being used by means of a two-digit code.
    REQUIREMENT -- Pre-printed, "52" appears in Field 08.

  FIELD 09 - PAY OFF. CODE
    PURPOSE -- To identify the actioning pay office by means of a two-digit numeric code.
    REQUIREMENT -- Mandatory.
    Originator
    INSERT the appropriate numeric code for the actioning pay office.

  FIELD 10 - DEPARTMENT
    PURPOSE -- To identify the employing department, agency, board, commission, etc., by means of a three-character alphabetic code.
    REQUIREMENT -- Mandatory.
    Originator
    INSERT the alphabetic code of the employing agency. OBSERVE the rules for identifying "look-alike" alpha and numeric characters. REFER to PPIM Section 1-7.
    CODES -- For a list of department codes, REFER to PPIM Section 9-1.


  FIELD 11 - PAYLIST
    PURPOSE -- To identify the paylist of the employing agency to which the employee has been assigned, by means of a four-digit code
    REQUIREMENT -- Mandatory.
    Originator
    INSERT the correct paylist code, as designated by your department/agency, for the employee in question. USE leading zeros to fill all four spaces.
    CODES -- Paylist numbers are allocated by PWGSC pay offices.


  FIELD 12 - PERSONAL RECORD IDENTIFIER
    PURPOSE -- To identify the pay account by means of the employee's Personnel Record Identifier (PRI).
    REQUIREMENT -- Mandatory.
    Originator
    INSERT the employee's PRI, USE leading zeros to fill all nine spaces.
    Note: For additional information on the PRI, REFER to PPIM Section 19 (Central Index System).


  FIELD 13 - CONTROL NO.
    PURPOSE -- To provide a four-digit identification number on the DSS-MAS 2517-T or the PWGSC-TPSGC 2517-1 (PDF 441k) as a means of identifying specific documents on error lists, in inquiries, etc.
    REQUIREMENT -- Mandatory.
    Originator
    INSERT the next number in the sequence from your Control Number Register, and MARK your control file accordingly, e.g. 0012. USE leading zeros, if necessary, to fill the four spaces provided.
    Note: If additional pay action lines are needed, when completing a DSS-MAS 2517-T or a PWGSC-TPSGC 2517-1 (PDF 441k), USE a PWGSC-TPSGC 2549 (PDF 33k). ENSURE that it is submitted as a separate report with a Control No. greater than that on the DSS-MAS 2517-T or the PWGSC-TPSGC 2517-1 (PDF 441k).
    CONTROL NUMBERS -- Departments/Agencies are responsible for maintaining a sequential record of personnel-pay input forms. Numbers 0001 to 8999 may be assigned according to the requirements of the originator. Some pay offices are suggesting that the series 8000 - 8999 be used for PAC 33, Time Summary reports; 9000 - 9999 are reserved for use by the pay office.
    STRUCTURE -- The control numbers will commence with the first number in the series (usually 0001) at the start of each fiscal year. If you use all of the numbers available, REVERT to the beginning of the series again.


  FIELD 14 - FAMILY NAME
    PURPOSE -- To provide the official family name of the employee, in plain language, up to 20 characters in length.
    REQUIREMENT -- Mandatory.
    Note: The Name Tag must be the same on all input forms where the "Name Tag"' only is required on input, e.g. PWGSC-TPSGC 2549.
    REQUIREMENT -- Mandatory.
    Originator
    INSERT the official family name of the employee, as shown in departmental records, starting in the first space on the left. OBSERVE the rules for identifying "look-alike" alpha and numeric characters. REFER to PPIM Section 1-7. OMIT hyphens, apostrophes, etc. The pay system will automatically substitute blank spaces if present.
    LONG NAMES -- When a name is longer than 20 characters, including the identification number allotted to an Indian or an Eskimo, the "Long Name Procedure" will apply, (REFER to instructions for PAC 24.)
    Note: NOT more than one consecutive blank permitted.

  FIELD 15 - INITIALS
    PURPOSE -- To show the initials that represent the employee's given names to a maximum of three characters.
    REQUIREMENT -- Mandatory.
    Originator
    INSERT the employee's initials, starting in the left-hand block, to a maximum of three.
    Note: The same initials and same sequence of initials MUST be used on all personnel-pay input forms, otherwise the computer will reject the transaction and this field will be considered to be in-error for statistical purposes. ALWAYS USE THE SAME INITIALS AND SEQUENCE THAT WAS USED ON THE TAKEN ON STRENGTH (TOS) REPORT.
    To change initial(s) or sequence, USE a PAC 12AF15 line; REFER to PPIM Section 4-4-12. Once changed, the new initials and sequence MUST then be used on all future input in order to avoid an error in this field.


  FIELD 16 - DATE OF BIRTH
    PURPOSE -- To record the employee's date of birth using six digits.
    REQUIREMENT -- As demanded by the PAC being used.
    Originator
    INSERT the employee's day, month and year of birth using six digits; e.g. June 8, 1940: 08 (day), 06 (month), 40 (year).
    Note: MUST NOT be less than 14 years from the current date.


  FIELD 17 - PREF. LANG.
    PURPOSE -- To record the employee's preference as to the official language to be used in correspondence between employer and employee.
    REQUIREMENT -- As demanded by the PAC used.
    Originator
    INSERT a one-digit code as follows:
    1 - English,
    2 - French.


  FIELD 18 - SOCIAL INSURANCE NUMBER
    PURPOSE -- To identify the employee's Social Insurance Number (SIN), as assigned by Human Resources Development Canada.
    REQUIREMENT -- No input required. The code values are system imposed for PAC 01 (TOS), PAC 04 (TIN) and PAC 12AF18 (STA).
    Note: For online 12AF18 (STA), value "X" must be entered in Field 18.
    ACTION IF SIN NOT AVAILABLE -- If a prospective employee does NOT have a SIN card, for any reason, he should be sent to the nearest Human Resources Development Canada field office to request the emergency issuance of a SIN. The prospective employee should then be provided with a certificate pending the issuance of a SIN card.
    VALIDATION -- All SINs must pass the validation check. REFER to PPIM Section 5-1 (How to validate a SIN). If the SIN is NOT valid, inform your supervisor.


  FIELD 19 - DUAL REMUN. IND.
    PURPOSE -- To indicate whether or not an employee will be receiving pay cheques from two different sources within the Public Service of Canada when both of these sources are clients of the PWGSC Pay System. Pay offices are listed under the instructions for Field 09, pay office.
    Note: This field MUST be blank if an employee is being paid a salary for a "secondary" position with the same department and pay office, using DEDENT Code 027 or 232, Dual Remuneration.
    REQUIREMENT -- COMPLETE when an employee commences or ceases dual remuneration.

   
  CODE MEANING
  BLANK Employee does NOT receive dual remuneration.
  1 Employee RECEIVES dual remuneration.
  2 Employee CEASES to receive dual remuneration.

    Originator
    PROCEED as follows:
    1. Where an employee DOES NOT receive dual remuneration, LEAVE Field 19 BLANK.
    2. Where an employee is TOS in two departments at the same time, each responsible originator reports a PAC 01, inserting "1" in Field 19.
    3. Where an employee, who is already paid on an existing paylist, commences dual remuneration:
   
  a. TOS (PAC 01) the employee in the second department/paylist, inserting "l" in Field 19;
  b. The originator responsible for the existing department/paylist reports a PAC 12 changing Field 19 to "1".
    4. Where an employee ceases to receive dual remuneration:
   
  a. SOS (PAC 02) the employee from the applicable paylist(s);
  b. The originator responsible for the continuing paylist (if any) reports a PAC 12 changing Field 19 to "2".


  FIELD 20 - GEOGRAPHIC LOCATION
    PURPOSE -- To identify the employee's location of employment (or operating base for those who travel or do field work regularly), by means of a seven-character code.
    REQUIREMENT -- As demanded by the PAC being used.
    Originator
    INSERT the appropriate geographic location code for the employee in question.
    CODES -- A listing of locations, where there are federal public servants, is issued periodically by the Personnel Applications Centre, PWGSC. This listing shows the geographic location code as follows:
  | 1. In Canada: By province, county or census division; and municipality or census subdivision with two assigned codes (numeric and/or alphanumeric) for each, e.g., the code for Ottawa is 3506008.
    2. Outside Canada: By continental area, country, and place/post/base.
    Originator
    IF THE CODE IS NOT AVAILABLE -- CONTACT the nearest Quality Control and Training Group (REFER to PPIM Section 1-5 ) and REQUEST a valid code. If a code has not been assigned, that section will contact the Personnel Systems Group in Ottawa to obtain a new code. This information will be relayed to you so that it can be included on the DSS-MAS 2517-T or the PWGSC-TPSGC 2517-1 (PDF 441k) prior to dispatch to the pay office, if possible. If a delay is likely to result INSERT the area of residence code, for place of work, in the first two characters of the field -- AMEND later when the correct code is available. REFER to Field 46 for area of residence codes.


  FIELD 21 - PAY RATE CODE
    PURPOSE -- To indicate the basis upon which the pay rate of an employee has been established by means of a single-digit code.
    DECISION TABLE -- To assist the originator in determining the correct code, a Decision Table is provided in PPIM Section 3-5-4.
    REQUIREMENTS -- As demanded by the PAC being used.
    Originator
    INSERT the appropriate pay rate code, as approved by the employer, from the codes listed below:

   
  CODE MEANING
  0 Standard rate, either a TOS at minimum or a valid rate within a range on promotion, demotion or miscellaneous staffing action.
  1 Appointed above minimum.
  2 Appointed above maximum.
  3 Appointed above minimum and below maximum but not in a rate in the range.
  4 Performance pay and subject to collective bargaining (included).
  5 Performance pay and excluded from collective bargaining.
  6 Order-in-council appointment or other special authority.
  7 Rate below minimum.
  8 Salary protected as per Regulations respecting Pay on Reclassification or Conversion in TB/PPIM.
  9 Salary maintenance - Executive Group.


  FIELD 22 - MARITAL STATUS
    PURPOSE -- To indicate the marital status of the employee as recorded by the employing department by means of a single-digit code.
    REQUIREMENT -- As demanded by the PAC being used.
    Originator
    INSERT the appropriate marital status code, from the following list:

  5 Divorced


  FIELD 23
    NOT USED -- LEAVE BLANK.


  FIELD 24 - SEX
    PURPOSE -- To indicate the sex of the employee by using a single-digit code.
    REQUIREMENT -- As demanded by the PAC being used.
    Originator
    INSERT "1" for MALE or "2" for FEMALE, as applicable.


  FIELD 25 - BUD CODE
    PURPOSE -- To identify the employee by occupational category, group and subgroup and supervisors of the same group that have formed a separate bargaining unit. It also identifies employees in occupational areas where there is no collective bargaining relationship, by means of a five-digit code.
    REQUIREMENT -- As demanded by the PAC being used.
    Originator
    INSERT the appropriate Bargaining Unit Designator (BUD) Code for the employee in question.
    BUD CODES -- This is a five-digit code. The first three digits represent the BUD group and the last two digits represent the subgroup
    LIST -- A list of BUD codes assigned for pay administration purposes only, is contained in PPIM Section 9-3.


  FIELD 26 - BARG. STATUS SITUATION
    PURPOSE -- To identify the collective bargaining status of an employee as defined by the Public Service Staff Relations Act (PSSRA), by means of a two-digit code.
    REQUIREMENT -- As demanded by the PAC being used.
    Originator
    INSERT the appropriate bargaining status (exclusion) code for the employee in question. If the code in Field 25 is for a wholly excluded group (EX, OM, PE, etc.), then codes 10 and 15 may not be used.
    CODES AND EXPLANATIONS -- REFER to the list of codes in PPIM Section 9-2.


  FIELD 27 - ABBR. CLASS TITLE
    PURPOSE -- To indicate the employee's group, subgroup and level by an alphanumeric code of up to seven characters.
    REQUIREMENT -- As demanded by the PAC being used. This field is to be left blank for BUD codes with no abbreviated class title.
    Originator
    INSERT the appropriate abbreviated class title.
    Note: If this field is completed, Field 25 MUST also be completed.
    EXPLANATION -- This field is divided into three sections:
   
  1. Group: Two alpha characters.
  2. Subgroup: Blank or three alpha characters.
  3. Level: Two numeric or numeric-alpha or alphanumeric characters; or one alpha character right justified leaving the left-hand block blank.

    Note: OBSERVE the rules for identifying "look alike" alphabetic and numeric characters. REFER to PPIM Section 1-7.
    CODES -- REFER to PPIM Section 9-3 for list of BUD and special codes with the associated abbreviated class title.


  FIELD 28 - SUP. GRID
    PURPOSE -- To indicate the supervisory responsibility ascribed to the duties being performed by the employee by means of a two-character alphanumeric code.
    REQUIREMENT -- COMPLETE this field when commencing Entitlement Code 070 or when there is a change from that previously reported when reporting a PAC 18A070. Otherwise LEAVE blank.
    Originator
    INSERT the appropriate supervisory grid code as contained in the employee's collective agreement or classification standard for the position.
    CODE STRUCTURE -- The first character is alpha and represents the degree of supervisory responsibility. The second is numeric and is a coded representation of the number of employees supervised.
    CONSTRAINTS -- The system has an inter-element edit that conforms to a Treasury Board ruling which states the following when commencing or amending Entitlement Code 070:

  FIELD 29 - ITD GRID
    PURPOSE -- To indicate the inmate training differential to which an employee of the Penitentiary Services is entitled. This is a two-character alphanumeric code.
    REQUIREMENT -- COMPLETE this field when commencing Entitlement Code 080, or when there is a change in code when reporting a PAC 18A080.
    Originator
    INSERT the appropriate inmate training differential code (for Penitentiary Service employees only) as contained in the employee's collective agreement.
    CODE STRUCTURE -- The first character is alpha and represents the degree of training responsibility. The second character is numeric and is a coded representation of the number of inmates trained.

  FIELD 30 - AUTH. CODE
    PURPOSE -- To indicate the authority under which the employee was appointed by means of a one-digit code.
    REQUIREMENT -- As demanded by the PAC being used.
    Originator
    INSERT the appropriate authority code from the following list:

  FIELD 31 - CODE TYPE
    PURPOSE -- To indicate the employment status of an employee by means of a single-character alphabetic code.
    REQUIREMENT -- As demanded by the PAC being used.
    Originator
    INSERT the appropriate employee type code, as follows:

  Former employees, whether PSSA 1/2 contributors or not, who are being TOS solely for the purpose of paying a retroactive pay adjustment. To change the employee type to "X", use a PAC 01 (TOS) followed by a PAC 02 (SOS). The effective date of TOS and SOS should be the same day. X X


 

MEANING OF EMPLOYEE TYPE CODES

  C Full-time seasonal employee

Works the scheduled hours of work as defined by the relevant collective agreement during a portion of a year (season), each year.
  D Part-time seasonal employee

Works less than the scheduled hours of work as defined by the relevant collective agreement during a portion of a year (season), each year.
  E Full-time determinate employee

Employed for a specified period of less than three months. Works the scheduled hours of work as defined by the relevant collective agreement.
  F Part-time determinate employee

Employed for a specified period of less than three months. Works less than the scheduled hours of work as defined by the relevant collective agreement.
| G Full-time determinate employee

Employed for a specified period equal to or greater than three months, but six months or less. Works the scheduled hours of work as defined by the relevant collective agreement.
| H Part-time determinate employee

Employed for a specified period equal to or greater than three months, but six months or less. Works less than the scheduled hours of work as defined by the relevant collective agreement.
| K Full-time casual employee

Employed under Section 50(2) of the Public Service Employment Act (PSEA) for a specified period of no more than 90 days. Works the scheduled hours of work as defined by the relevant collective agreement
| L Part-time casual employee

Employed under Section 50(2) of the PSEA for a specified period of no more than 90 days. Works less than the scheduled hours of work as defined by the relevant collective agreement.
  M Full-time employee

Ab Initio (AIO) in a trainee program and who has a non-employee status.
  M Special employee

No defined hours of work and works on an "as required" basis.

Note: For the Ab Initio (non employees) BUD Code 99400, please use employee type "M".

Employed for a specified period of more than six months. Works the scheduled hours of work as defined by the relevant collective agreement.

Part-time determinate employee

Employed for a specified period of more than six months. Works less than the scheduled hours of work as defined by the relevant collective agreement.

  X Administrative code

Used for a former employee who is being TOS solely for the purpose of paying a retroactive payment.

    Note: For employees with type codes G and H in Field 31, the end date must be in the future beyond the end date of the pay period currently working in.


  FIELD 32 - SCH. HRS WORK (SWW)
    PURPOSE -- To record the scheduled hours of work in a work week of an employee, as indicated in the pertinent collective agreement, by means of four numeric characters representing hours and fractions of hours.
    REQUIREMENT -- As demanded by the PAC being used.
    Originator
    INSERT the scheduled hours of work as defined in the employee's collective agreement.
    Note: Field 32 MUST be left blank for BUD groups 607/657 (Lightkeepers). Entries in these fields may cause an invalid pay calculation.
    STRUCTURE -- This field consists of four spaces: the first two left spaces are for hours and the last two for fractions of hours, e.g., 37 ½ hours equals 37.50; 40 hours equals 40.00; etc.


  FIELD 33 - ASSIGNED WRK WK
    PURPOSE -- To indicate the hours the employee is assigned to work in a week when those hours are LESS THAN the scheduled hours of work.
    REQUIREMENT -- As demanded by the PAC being used.
    Note: If Field 32 is blank, Field 33 MUST be completed.
    Originator
    INSERT the "hours of work assigned" to an employee by means of four numeric characters representing hours and fractions of hours. If the assigned hours are the same as those recorded in Field 32, LEAVE Field 33 blank. When blank the system automatically inserts the same data as reported in Field 32.
    ENSURE that Field 33 accurately reflects the assigned hours of work, i.e. the number of hours that the employee is normally required to work in a week. The value in this field is critical in determining the employee's superannuation contributory status.
    Note: Whenever an employee's actual hours of work vary from week to week (e.g. intermittent employment), INSERT a value proportionate to the employee's contributory status as stated in Field 39 (Pension Type).


  FIELD 34 - NON STAND. WRK WK
    PURPOSE -- To indicate whether or not the employee works a non-standard work week by means of a single-digit code.
    DEFINITION -- An employee is considered to be working a non-standard work week when the assigned hours of work on a regular basis are less than those defined in the employee's collective agreement (or terms and conditions of employment) as being a standard work week, e.g. 37.5 hours; or the employee is full-time working non-regular Monday to Friday.
    REQUIREMENT -- No input required for code 1 or 2 as they are system imposed. A PAC 12AF34 is required for code value 3.
    CODES -- The following code values apply:

  FIELD 35 - PAY CYCLE CODE
    PURPOSE -- To indicate the frequency of issue of the employee's net pay cheque by means of a single-digit code.

  FIELD 43 - FEDERAL TAX EXEMPTION AMOUNT
    PURPOSE
    (a) To indicate, in dollars, the amount of tax exemption that the employee may claim under Section 153 (1.1) "UNDUE HARDSHIP" of the Income Tax Act (as per F1 factor in the Canada Revenue Agency (CRA) letter of authority/exemption). Additional information can be found in Compensation Directive 2002-020; or
    (b) To indicate, in dollars, the annual self-funded leave deduction; or
    (c) To indicate, in dollars, the annual amount deducted for the "Fonds de solidarité des travailleurs du Québec" (FSTQ) that is transferred to a registered retirement saving plan (RRSP) as per Compensation Directive 1993-017.

  FIELD 44 - QUEBEC TAX EXEMPTION ADDITIONAL AMOUNT
    PURPOSE
    (a) To indicate, in dollars, the amount of Quebec provincial income tax exemption that the employee may claim as reported on the TP1015.3V form (refer to the most recent compensation directive entitled "Quebec Personal Tax Credits and Deductions"); or
    (b) To indicate, in dollars, the annual amount deducted for the FSTQ that is transferred to an RRSP as per Compensation Directive 1993-017; or
    (c) To indicate, in dollars, the annual exemption authorized under Section 1016 of the Quebec Taxation Act by le "ministère du Revenu du Québec" (MRQ), referred to as the J1 Factor in the MRQ letter. Refer to Compensation Directive 2002-020; or
    (d) To indicate, in dollars, the annual self-funded leave deduction.
    REQUIREMENT -- As demanded by the PAC being used and ONLY for employees who WORK and RESIDE in the province of Quebec.

    For the amount of Quebec provincial income tax exemption that the employee may claim as reported on the TP1015.3-V form, INSERT the exact amount as reported on that form. Refer to the most recent compensation directive entitled "Quebec Personal Tax Credits and Deductions" for which lines on the form represent the amounts that should be inserted in this field.
    For an amount authorized in an MRQ letter, or self-funded leave deductions, or the FSTQ deductions transferred to an RRSP, USE the following formula:
    (a) Amount of exemption authorized in an MRQ letter; or, the total self-funded leave amount being deducted in the year; or, the total amount deducted for the FSTQ that is transferred to an RRSP in the year;

    PURPOSE -- To indicate the employee's latest date of joining the public service as defined in the Public Service Terms and Conditions of Employment Regulations (PSTCER), also referred to as the employee's Continuous Service date.
    REQUIREMENT -- As demanded by the PAC being used.

    EXPLANATION -- A unique code number up to ten alpha/numeric characters is assigned to each organizational position in a department or agency (the classification decision number).

    The last five characters represent the "decision control number". The first four characters must be numeric, the last one is alpha or numeric. USE leading zeros, if necessary, so that the five spaces are filled.

  FIELD 80 - FEDERAL TAX CREDIT NON INDEXED AMOUNT
    PURPOSE -- To indicate in dollars the federal tax credit non indexed amounts reflected on the employee's TD1 form. Refer to the most recent compensation directive entitled "Federal, Provincial and Territorial Personal Tax Credits (excluding Quebec)" for which lines of the TD1 form should be inserted in this field as non indexed amounts.
    Originator
    INSERT the total federal tax credit non indexed amount expressed as five figures in even dollars e.g. 02650 represents $2,650.00.
    Note: This element can be modified with a PAC 12A F80 or by completing the "FED-TAX-CR-NON-IND" on the STC (Status Change) on-line screen.


  FIELD 81 - FEDERAL TAX CREDIT INDEXED AMOUNT
    PURPOSE -- To indicate in dollars the federal tax credit indexed amounts reflected on the employee's TD1 form. Refer to the most recent compensation directive entitled "Federal, Provincial and Territorial Personal Tax Credits (excluding Quebec)" for which lines of the TD1 form should be inserted in this field as indexed amounts.
    Originator
    INSERT the total federal tax credit indexed amount. The amount is expressed as five figures in even dollars, e.g. 06456 represents $6,456.00.
    LEAVE this field blank if Code 2 or 4 is used in Field 42.
    Note 1: To increase an employee's federal income tax deduction, for employees requesting that additional federal income tax be withheld (refer to Compensation Directive 2002-012),REPORT a PAC 16C with Deduction Code 796 (WL) or 727 (NWL) as per the amount requested on the TD1.
    Note 2: The current year's basic personal tax credit amount is automatically imposed by the Regional Pay System (RPS) when this field is not completed by the client. If an amount other than the amount imposed should apply (or become applicable when Field 42 is changed) SUBMIT a PAC 12A F81 to amend the Master Employee Record (MER) to the proper tax credit.
    Note 3: This element can be modified with a PAC 12A F81 or by completing the "FED-TAX-CR-IND" on the STC (Status Change) on-line screen.


  FIELD 82 - FEDERAL TAX CREDIT ADDITIONAL AMOUNT
    PURPOSE -- To indicate, in dollars, the amount authorized in the CRA letter of authority as an additional tax credit (i.e. charitable donations, medical expenses) that the employee may claim under Section 153 (1.1), also referred to as the K3 factor in the CRA letter (refer to Compensation Directive 2002-020).
    REQUIREMENT -- As demanded by the PAC being used.
    Originator
    INSERT the amount of the employee's additional federal tax credit expressed as five figures in even dollars, e.g. 01050 represents $1,050.00.
    For an amount authorized in a letter issued by CRA, USE the following formula:
   
  (a) Amount of additional federal tax credit authorized in the CRA letter;
  (b) MULTIPLY the amount in (a) above,by the number of pay periods in the year;
  (c) DIVIDE the result from (b) above, by the number of remaining pay periods in the year and INSERT this amount.
    Note 1: BFs should be maintained to ensure that this field is updated in accordance with policy requirements set out in the compensation directive referred to above. Prior to the processing of the first pay of a calendar year, PWGSC provides clients with listings identifying those employees who have amounts in this field.
    Note 2: This element can be modified with a PAC 12A F82 or by completing the "ADDTNL FED CREDIT" on the STC (Status Change) on-line screen.
    Note 3: If an employee is exempt from federal income tax only, the MER element M82 should be filled with value 99999 for the taxation year.


  FIELD 83 - FEDERAL PRESCRIBED AREA TAX EXEMPTION
    PURPOSE -- To indicate, in dollars, the amount of the federal deduction for living in a prescribed zone that an employee may claim, as indicated on the federal TD1.
    REQUIREMENT -- As demanded by the PAC being used.
    Originator
    INSERT the amount of the employee's federal deduction for living in a prescribed zone expressed as five figures in even dollars, e.g. 01200 represents $1,200.00.
    Note: This element can be modified with a PAC 12A F83 or by completing the "FED PRESCRD AR EXM" on the STC (Status Change) on-line screen.


  FIELD 84 - QUEBEC TAX CREDIT AMOUNT
    PURPOSE -- To indicate, in dollars, the amounts an employee may claim as Quebec tax credits reflected on the employee's TP-1015.3-V. Refer to the most recent compensation directive entitled "Quebec Personal Tax Credits and Deductions" for which lines of the TP-1015.3-V form should be inserted in this field.
    REQUIREMENT -- As demanded by the PAC being used and ONLY for employees who work and reside in the province of Quebec.
    Originator
    INSERT the total Quebec tax credit amount. The amount is expressed as five figures in even dollars, e.g. 08250 represents $8,250.00.
    Note: The amount may vary according to the taxpayer's personal circumstances.
    LEAVE BLANK if code 1, 4, 5 or 9 is used in Field 42.
    Note 1: The total Quebec tax credit amount is automatically imposed by the RPS when this field is not completed by the client. If an amount other than the amount imposed should apply (or become applicable when Field 42 is changed), SUBMIT a PAC 12A F84 to amend the Master Employee Record (MER) to the proper tax credit.
    Note 2: To increase an employee's Quebec income tax deduction, for employees requesting that additional Quebec income tax be withheld (refer to Compensation Directive 2002-012), REPORT a PAC 16C 799 as per the amount requested on the employee's TP-1015.3-V).

  FIELD 85 - QUEBEC NON-REFUNDABLE TAX CREDIT AMOUNT
    PURPOSE -- To indicate, in dollars, the amount authorized in the MRQ letter as an additional Quebec non-refundable tax credit amount (i.e. charitable donations) that an employee may claim, also referred to as the K1 factor in the MRQ letter. This credit amount is authorized under Section 1016 of the Quebec Taxation Act. Refer to Compensation Directive 2002-020.
    REQUIREMENT -- As demanded by the PAC being used.
    Originator
    INSERT the amount of the employee's additional non refundable tax credit expressed as five figures in even dollars, e.g. 01050 represents $1,050.00.
    Note 1: For an amount authorized in an MRQ letter, the following formula applies:
   
  (a) Amount of credit authorized in the MRQ letter;
  (b) MULTIPLY the amount in (a) above, by the number of pay periods in the year;
  (c) DIVIDE the result of (b) above, by the number of remaining pay periods in the year and INSERT this amount.

This element is used for employees working in any province (except the province of Quebec) or territory. Refer to the most recent compensation directive entitled "Federal, Provincial and Territorial Personal Tax Credits (excluding Quebec)" for which lines of the provincial/territorial TD1 form should be inserted in this field as non indexed amounts.
    REQUIREMENT -- As demanded by the PAC being used and ONLY for employees working in any province (except the province of Quebec) or territory.
    INSERT the amount expressed as five figures in even dollars e.g. 02650 represents $2,650.
    Note: This element can be modified with a PAC 12A F86 or by completing the "PROV TAX CR NON IND" on the STC (Status Change) on-line screen.


  FIELD 87 - PROVINCIAL TAX CREDIT INDEXED AMOUNT
    PURPOSE -- To indicate, in dollars, the provincial tax credit indexed amount that an employee may claim, as indicated on the provincial TD1 form. This element is used for employees working in any province (except the province of Quebec) or territory. Refer to the most recent compensation directive entitled "Federal, Provincial and Territorial Personal Tax Credits (excluding Quebec)" for which lines of the provincial/territorial TD1 form should be inserted in this field as indexed amounts.
    REQUIREMENT -- As demanded by the PAC being used and ONLY for employees working in any province (except the province of Quebec) or territory.
    INSERT the amount expressed as five figures in even dollars e.g. 02650 represents $2,650.
    Note 1: The current provincial tax credit amount is automatically imposed by the RPS when this field is not completed by the client. If an amount other than the basic personal amount should apply SUBMIT a PAC 12A F87 to amend the MER to the proper tax credit.
    Note 2: This element can be modified with a PAC 12A F87 or by completing the "PROV TAX CR IND" on the STC (Status Change) on-line screen.


  FIELD 88 - PROVINCIAL TAX CREDIT ADDITIONAL AMOUNT
    PURPOSE -- To indicate, in dollars, the amount authorized by the CRA as an additional tax credit (i.e. charitable donation, medical expenses) that the employee may claim, also referred to as the K3P factor in the CRA letter. This element is used only for employees working in a province (except the province of Quebec) or territory. Refer to Compensation Directive 2002-020.
    For an amount authorized in a letter issued by the CRA, USE the following formula:
    (a) Amount of additional provincial tax credit authorized in the CRA letter;
    (b) MULTIPLY the amount in (a) above, by the number of pay periods in the year;
    (c) DIVIDE the result from (b) above, by the number of remaining pay periods in the year and INSERT this amount.
    Note: BFs should be maintained to ensure that this field is updated in accordance with policy requirements set out in the compensation directive referred to above. Prior to the processing of the first pay of a calendar year, PWGSC provides clients with listings identifying those employees who have amounts in this field.
