TB Circular 1992-6: Direct Deposit Service

CIRCULAR NO.:  1992-6

DATE: August 28, 1992

TO:       Directors of Personnel
            Compensation Managers
            Chiefs of Staff Relations
            Senior Financial Officers

SUBJECT:    Direct Deposit Service

Note: This circular replaces the letter of August 28, 1992 on the same
subject.

The purpose of this circular is to inform you of a change in the Treasury
Board policy concerning the Direct Deposit Service.

This service is presently offered on voluntary basis and will continue to
be voluntary for current employees.

However, as of September 1, 1992, it will be mandatory for all persons
newly appointed from outside the Public Service on an indeterminate basis
or for a specified period where the term is greater than, or is extended
beyond, six months.

A statement has been included in the standard offer of employment that
makes direct deposit a condition of accepting employment with the Public
Service.  These new employees will be asked to complete the Public Service
Pay Enrollment for Direct Deposit Form (DSS 2582) and to return it with
their letter of acceptance.

There are administrative reasons which would make mandatory direct deposit
not feasible or practical, such as inadequate banking facilities, issuance
of employees pay on a weekly basis or in arrears, or constant changes to
the employee's salary because of fluctuating hours of work or frequent
periods of leave without pay.

In these or similar circumstances, departments have the authority to pay
employees appointed on or after September 1, 1992 by cheque.  Such
arrangements are to be considered temporary.  The employees concerned are
to be informed in writing of the temporary use of cheques and that they
will be subject to direct deposit once their status changes.

In extenuating circumstances, at the written request of the employee,
Deputy Heads and Heads of agencies may also authorize the use of cheques.

The Pay administration volume is currently being amended to reflect this
change.
