Subsection: MANUAL PAYMENTS

OUTLINE

Effective with the introduction of the Standard Payment System (SPS) (Fiscal Year 1998/99), the result of payments issued outside of the Regional Pay System (RPS) will not be reflected in the pay system. If there is a requirement for a payment which cannot be issued automatically through the RPS, the client department will initiate the payment via SPS urgent payments or the general payments system. If the payment is related to payroll, client departments must issue all non-standard payments through SPS as advanced type payments. The Department will then report the supplementary or regular payment via RPS for T4 reporting purposes as well as for recovering the advanced payment.

For the issuance of severance pay for individuals who transferred from a government department to a non-government organization but were still paid by the RPS, departments will be instructed to process these as struck off strength (SOS) and taken on strength (TOS) transactions rather than as transfers. Departments must also control the timing of the transactions in terms of processing priority.
