In September 2005, the Government of Canada created a three-member expert panel to study accountability and provide advice on strengthening gender equality in Canada. Georgina Steinsky-Schwartz, Louise Langevin and Dorienne Rowan-Campbell served on the expert panel.

The expert panel took into account the Canadian Charter of Rights and Freedoms, and relevant Canadian jurisprudence and legislation developed in other countries, as well as the recommendations of the Standing Committee on Status of Women, as contained in its April 2005 report, entitled Gender-Based Analysis: Building Blocks for Success.

Panel members reviewed the process by which gender-based analysis and gender equality issues are reported; sought out the input of stakeholders and organizations with expertise in reporting on similar issues, such as human rights; and considered existing models and best practices, with the hope of sustaining the practice of gender-based analysis to achieve gender equality results.

Their recommendations complement the Government's response to the April 2005 report of the Standing Committee on the Status of Women and contribute to the development of a gender equality strategy.
