Harper Boucher

Deputy Commissioner J. G. Harper Boucher was born and raised in
Bathurst, N.B. He joined the Royal Canadian Mounted Police in June
of 1972. Upon completion of Basic Recruit Training in Regina he
was posted to Manitoba, where he served at Russell Detachment.
In the fall of 1973, he transferred to Québec and served
at Baie Comeau Detachment. In 1974, he was posted to "J"
Division (New Brunswick) and served at Buctouche and Fredericton.
In 1980, he transferred to “Depot” Division in Regina
as an instructor in the Human Relations Unit. In 1983, he was posted
to Dauphin, Manitoba, and in 1985, he returned to "Depot"
Division in the Operational Training and Communications Unit.
In 1987, he was transferred to Headquarters in Ottawa, promoted
to Sergeant and appointed Non-Commissioned Officer (NCO) in charge
of Interviewers. He later transferred to the Director of Personnel's
office as the Planning NCO. He was commissioned in June of 1990
and became the Officer in Charge of Planning and Support Services
Branch within Protective Policing Directorate.
In 1993, he transferred as the Officer in Charge, Kingston (Ontario)
Sub-Division, and oversaw a joint forces operation on smuggling
at Cornwall with the Ontario Provincial Police, Cornwall Municipal
Police and Revenue Canada Customs.
Deputy Commissioner Boucher returned to "Depot" Division
in the fall of 1994 to become the Officer in Charge of the Applied
Police Sciences Section, where he was instrumental in establishing
the Cadet Training Program. In 1996, he became the Cadet Training
Officer and in March, 1998, he was promoted to Chief Superintendent
and assume command of the Division. In May, 1999, he was promoted
to Assistant Commissioner and served as Commanding Officer of "F"
Division in Saskatchewan until his recent appointment as Deputy
Commissioner Atlantic Region.
Deputy Commissioner Boucher holds degrees and diplomas from St.
Thomas University, Mount Allison University, University of Regina
and St. Francis Xavier University. He holds a number of memberships
within and outside the Force. He has received the Commanding Officer's
Commendation for Life Saving, the Long Service Medal, the Bronze
Clasp, the Canada 125th Anniversary Medal and the Queen’s
Jubilee Commemorative Medal In 1999, he received the Serving Brother
of the order of St. John from the Governor General of Canada. Deputy
Commissioner Boucher was invested into the Order of Merit of the
Police Forces in 2002.
