Killam
Deputy Commissioner Operations and Integration

Deputy Commissioner Tim Killam was born on October 11, 1953, in
Moncton N.B. He joined the Royal Canadian Mounted Police in August
1976 and, after recruit training, was posted to the Province
of Ontario.
Following five years experience in drug enforcement as an investigator
and undercover
operator, he served in Commercial Crime for 10 years. In 1990,
after his graduation from law school, he was transferred to the
RCMP Headquarters in Ottawa, in the Professional Standards Directorate
where, during his tenure, he acted both as an advocate and solicitor
in the roles of prosecution and defense counsel with regard to
RCMP members facing serious disciplinary action. He was commissioned
to the rank of Inspector in September 1993, as the Officer in Charge
of the Anti-Drug Profiteering program. In June 1996, he was appointed
Superintendent as the Officer in Charge of Proceeds of Crime Branch,
Federal Services Directorate.
In May 1999, Mr. Killam was promoted
to Assistant Commissioner for Technical Operations. In that position,
he was responsible for operational police technology in such areas
as technological crime (digital evidence), wiretaps, surveillance,
IT and physical security, and air services.
In September 2003,
Mr. Killam was appointed to the position of Assistant Commissioner,
Federal Services. In this role, he assumed responsibility for providing
national oversight of the RCMP's Federal Services and International
Operations programs, which included: Proceeds of Crime, Drug
Enforcement, Economic Crime, Customs & Excise, Immigration,
Federal Enforcement, as well as the
International Liaison Program.
In June 2005, Mr. Killam was promoted
to Deputy Commissioner, Operations and Integration. In this role,
Deputy Commissioner Killam is responsible for the management and
leadership of the following RCMP business lines: Criminal Intelligence
Directorate, Strategic Policy and Planning Branch, Integrated
Operational Support, and Community,
Contract & Aboriginal Policing Services. In addition, the Deputy
Commissioner of Operations and
Integration assumes a leading role in ensuring integration within
the RCMP, with key law enforcement
partners and with government departments/agencies.
Deputy Commissioner
Killam received an LL.B
from the University of Windsor, Faculty of Law in 1990, a Bachelor
of Commerce (B.comm) from the
University of Windsor in 1985, and a Bachelor of Arts (B.A.)
from St. Thomas University in 1976.
Deputy Commissioner Killam is a member of the Canadian
Association of Chiefs of Police (CACP)
and International Association of Chiefs of Police and is the co-chair
on the Executive Committee of
the National Coordinating Committee on Organized Crime. He has
also served as the Federal Director on the Board of Directors of
the CACP. Deputy Commissioner Killam has received the
RCMP Long Service Medal, the Bronze Clasp & Star, the Queen
Elizabeth II Golden Jubilee
Commemorative Medal and the Order of Merit of the Police Forces
- Officer Level. He is married with
two adult children.
