National Integrated Interagency Information (N-III) System

The Police Information Portal Connects East to West
There’s a new police service using the national Police Information Portal (PIP). The Fredericton Police Service can now query and publish to PIP, effectively connecting occurrence, ticket and vehicle information across Canada.

National Integrated Interagency Information System (N-III) is leading the way to interoperability by providing technology that supports the integrated, intelligence-led law enforcement efforts of Canadian police services and public safety agencies.

Crime has no boundaries and criminal activities are becoming more sophisticated. To fight crime, criminal investigations have to be conducted
using technology solutions that facilitate communication, enhance investigative work
and prevent crime.

As well, the Government of Canada has made interoperability a priority after the findings of well-documented criminal cases have indicated that integrated efforts contribute to crime prevention. N-III is providing solutions to meet these demands. Led by the Royal Canadian Mounted Police (RCMP), in partnership with Public Safety and Emergency Preparedness Canada (PSEPC) and on behalf of the Canadian law enforcement and justice community, N-III is building on the success of the Canadian Association of Chiefs of Police and several Ontario and British Columbia police services.

N-III is developing and implementing technology solutions to:

  • facilitate information sharing among Canadian police services and public safety agencies
  • work with existing records management systems (RMS), reducing the investment required by participating law enforcement partners
  • be used consistently based on rules outlined in agreements with participating agencies

N-III Solution

The Police Information Portal (PIP) is the information sharing tool for Canadian police services.

PIP is a query tool capable of accessing data in RMS that are used by most Canadian police services and produced by Canadian vendors. A single PIP query searches all participating agency RMS data and returns consolidated responses. PIP users can access more detailed information by using the drill down feature or by submitting a request for a report. See also PIP FAQs | PIP Protocol

The Integrated Query Tool (IQT) is the information sharing tool for federal public safety agencies such as the RCMP, Canada Border Services Agency (CBSA) and Canada Firearms Centre (CAFC).

Participating agencies have access to RCMP occurrence data using the IQT. The IQT has a Governance Based Access Control (GBAC) feature that can accommodate the legal restrictions that surround information sharing among federal agencies. GBAC is a mechanism that controls the type of data that individual participating agencies have legal authority to view.

N-III will provide the ultimate solution

As privacy matters that govern information sharing between police services and other public safety agencies are addressed, the PIP and IQT can be integrated. As a result, Canada ’s law enforcement community will have access to a tool capable of producing consolidated results from one seamless query and the bi-directional communication of the PIP and IQT. This will advance the interoperability objectives of the Government of Canada and provide technical solutions that will reduce the investment required by law enforcement partners.

N-III helps to ensure that Canadian homes and communities continue to be safe by delivering complete and accurate information to the right users at the right time.
