This section updates the evolution of trends identified in 2002.

Three overarching observations have taken shape over
the last year and dominate the global policing and
security landscape:

  • transformative international security environment - driven by converging global tensions
  • enhanced interconnectivity - between organized crime syndicates and terrorism networks - mirroring multinational enterprises
  • commitment to consensus building and interoperability - pivotal as security community moves from transition stage to strategic action
