Summary
This section updates the evolution of trends identified in 2002.
Three overarching observations have taken shape over
the last year and dominate the global policing and
security landscape:
- transformative international security environment - driven by converging
global tensions
- enhanced interconnectivity - between organized crime syndicates and
terrorism networks - mirroring multinational enterprises
- commitment to consensus building and interoperability - pivotal as
security community moves from transition stage to strategic action
In this section
- a new world of weapons proliferation - global consensus on control
mechanisms break down
- organized crime continues to flourish under the radar as focus remains
on terrorism
- law enforcement/security gaps - significant research, knowledge and
capacity gaps as process of integration intensifies
