DESCRIPTION--OBJECTIVE: At the end of the course, the compensation advisor will be able to make application decisions in Pay Administration for the various situations specified in each lesson.

INTENDED FOR: Compensation Advisors with at least nine months experience in the Compensation environment.

COURSE TITLE: Specified Period Appointment
DURATION: Approximately 90 minutes

DESCRIPTION--OBJECTIVE: In this course, you will learn to apply the terms and conditions of employment for employees hired for a specified period. You will also discover the different types of specified period appointments, the impact of breaks and extensions of a specified period appointment and you will be able to determine the rate of pay for different situations such as acting appointments and vacation pay.

INTENDED FOR: Compensation advisors involved in the Pay Administration.

COURSE CODE: PA-05
COURSE TITLE: Death in Service
DURATION: Approximately 90 minutes

DESCRIPTION--OBJECTIVE: This course will demonstrate how to determine the various pay entitlements such as the pay for the month of death, bilingualism bonus, overtime, salary revision, annual leave, death gratuity, severance pay and the payments due to the beneficiary or to the estate as well as the required supporting documents and the procedures regarding returned cheques. You will also learn about the statutory, mandatory and voluntary deductions and the collection of deficiencies and the deduction of tax on retroactive adjustments

COURSE TITLE: Dual Employment and Dual Remuneration
DURATION: Approximately 90 minutes

DESCRIPTION--OBJECTIVE: This course gives you an outline of the terms and conditions of employment for a secondary position. It also provides details on the rate of pay/exceptions, leave credits; information on continuous employment/service, salary increments, provincial health care plans, pension adjustment, direct deposit and T4/Relevé 1/QPP/CPP.

COURSE TITLE: Seasonal Employment
DURATION: Approximately 90 minutes

DESCRIPTION--OBJECTIVE: In this course you will explore the definition of continuous employment and take a look at an example of how it is calculated for seasonal employees. You will also learn how to determine the rate of pay and allowances applicable in different situations, the rules on entitlement to a statutory holiday, vacation, sick leave, maternity and parental leave. What to do if a seasonal employee dies during on-season/off-season; paying severance pay to a seasonal employee, how the workforce adjustment provisions apply and the entitlements to benefits when off-season.

COURSE CODE: PA-08
COURSE TITLE: On-line Authorization Application
DURATION: 1 day

DESCRIPTION--OBJECTIVE: In this course you will learn to:

Assess individual transactions that are in "Pending Authorization" status and direct them to "Pending Extract" or to "Pending Correction" status if there is something wrong with the transaction.

Monitor the departmental "Transit Control Record" screen. This screen reveals the status of the "Pending-Extract" file totals.

Close departmental "Pending-Extract" files to certify acceptance under Section 33 of the Financial Administration Act (FAA).

Assign user ID's to Compensation Advisors. This responsibility is only for those departments that by-pass the verification function completely.

COURSE TITLE: On-line Departmental Security Application
DURATION: 0.5 day

DESCRIPTION--OBJECTIVE: This course will enable the departmental security staff to perform the following duties related to the on-line system:

Manually assign user identifications

Maintain control of the user ID request and maintain control over initial passwords issued by the Enterprise Security Administration (ESA)

Establish authorization codes and establish departmental unit structures

Assign alternate verifier and authorizer user IDS

Maintain a paylist log sheet

Maintain a password log sheet

Arrange inquiry access

COURSE TITLE: Beginner's On-line Pay Course
DURATION: 5 days

DESCRIPTION--OBJECTIVE: This course will enable the participant to use the Personnel Pay Input Manual (PPIM) effectively; apply the rules, regulations and policies applicable to compensation advisors; select the appropriate screens in the Regional Pay System (RPS) to input all the required pay actions.

INTENDED FOR--PREREQUISITES: The participants must have taken the Orientation course for compensation advisors (PA-38) and have at least 2 months experience in the Compensation area.

COURSE TITLE: Orientation Course for Compensation Advisors
DURATION: 4 hours

DESCRIPTION--OBJECTIVE: This is an on-line course. It will enable the participant to describe the duties of a compensation advisor; utilize the various manuals; describe the types of employment, the deductions listed on the statement of earnings (cheque stub) and various pay entitlements; determine entitlements to overtime and leave; and describe the steps for documenting employees.

INTENDED FOR: New compensation advisors.

PREREQUISITES: This course is a prerequisite for the On-line Beginners' course (PA 14). This course should be completed within the first month of employment in the Compensation area.

COURSE TITLE: Pension Overview (self-paced module)
DURATION: 0.5 day

DESCRIPTION--OBJECTIVE: This is the first of the Pension modules. It will outline the Public Service Superannuation Act (PSSA); describe the key players and introduce the references to be used by compensation advisors, i.e. the Superannuation Administration Manual (SAM), the Superannuation Procedures Manual for Personnel Offices Services by the Regional Pay System (PER), the Superannuation Procedures Manual for Public Service Crown Corporations (PSC) and the superannuation booklet. In this module the participant will also be required to read at least part of the references in detail and scan the rest to understand the scope of the contents. Drill and practice of the skill of locating the required information will continue throughout the remaining pension modules.

INTENDED FOR/PREREQUISITES: Compensation advisors responsible for explaining various benefits to employees. No prerequisite.

COURSE CODE: P-2
COURSE TITLE: Commencing PSSA Contributions
DURATION: 1.5 days

DESCRIPTION--OBJECTIVE: This module deals with the requirements for being eligible to contribute to the Superannuation Plan. In this module the participant will begin to actually use the Superannuation Administration Manual (SAM) to determine an employee's eligibility to contribute to superannuation; and will have the opportunity to use the Superannuation Procedures Manual for Personnel Offices Serviced by Regional Pay System (PER) to follow the procedures to administer the PWGSC-TPSGC 2018, Notification of Contributory Status and the PWGSC-TPSGC 2241, Superannuation Documentation Transmittal Slip.

INTENDED FOR--PREREQUISITES: Module P-1 should be completed. We recommend that Modules P-2, P-3 (Commencing SDB) and P-4 (On-line Contributor Inquiry) be requested as a group. However, if you wish to attend only one of these modules, they are offered on request.

COURSE TITLE: Commencing Supplementary Death Benefit (SDB)
DURATION: 1 day

DESCRIPTION--OBJECTIVE: This module will introduce the Supplementary Death Benefit (SDB), including eligibility, amount of coverage, rate of contribution and naming a beneficiary; and will cover the effects of changes in salary and age on contributions and coverage, start and end dates, and implications regarding leave without pay.

INTENDED FOR--PREREQUISITES: Participants must have completed modules P-1 and P-2 prior to this course.

COURSE CODE: P-4
COURSE TITLE: "Contributor Inquiry" and "Pension Support System (PSS)" Applications
DURATION: 1.5 days

DESCRIPTION--OBJECTIVE: This module will introduce the "Contributor Inquiry", the "Pension Support System (PSS)" and the "Contributor Verification" applications. It will explain why the "Contributor Inquiry" application was developed, describe what is in its database, who the users are and their responsibility for security; and describe each of the screens available in the applications. This module will enable participants to navigate and locate specific information within the "Contributor Inquiry" and "PSS" applications as well as retrieve and make changes to salary and service data in the PSS.

INTENDED FOR--PREREQUISITES: Participants must have completed modules P-2 and P-3 prior to this course.

COURSE CODE: P-5
COURSE TITLE: Increasing Pensionable Service
DURATION: 2.5 days

DESCRIPTION--OBJECTIVE: This module will demonstrate the different options available to employees wanting to add to their pensionable service as well as the procedures related to these options. This module will enable the participant to determine the eligibility of prior service; calculate the cost of this service manually and with the help of the "On-line Estimate of Cost" Application; cover the procedures for electing for prior service, pension portability, surrendering Canadian Forces Superannuation Act (CFSA) or Royal Canadian Mounted Police Superannuation Act (RCMPSA) entitlements; and identify the actions and responsibilities once the employee has completed 35 years of pensionable service.

COURSE CODE: P-6
COURSE TITLE: LWOP and Deficiency Calculations
DURATION: 2 days

DESCRIPTION--OBJECTIVE: This module will round out and apply what was learned in Module P-2; the Public Service Superannuation Act (PSSA), the Canada Pension Plan (CPP) or Quebec Pension Plan (QPP), the leave without pay (LWOP) options, double and single rates, the three month provision, etc. The participants will learn how to calculate employees' LWOP deficiencies; explain these deficiencies, related policies and options to employees.

COURSE TITLE: Contributor Benefits
DURATION: 4 days

DESCRIPTION--OBJECTIVE: In this module the participant will explore the benefits that result once a contributor ceases to be employed. The module will define cessation of employment date; explore the range of superannuation benefits available; examine the impact of re-employment on a previously selected superannuation benefit; cover manual calculations, the use of the Pension Support System (PSS) and the impact of Indexing. For the Supplementary Death Benefit (SDB) topic, the module will cover who can be eligible for continued SDB coverage after cessation of employment; the processes and forms, focusing on the appropriate selection, completion and distribution of the various forms required to administer specific superannuation benefits.

COURSE TITLE: Cessation of Employment while Receiving Disability Benefits
DURATION: 1.5 days

DESCRIPTION--OBJECTIVE: In this module, the compensation advisor will be able to explain the impact of cessation of employment while receiving disability benefits on the benefits and coverage under the insurance and pension plans.

DESCRIPTION--OBJECTIVE: This module will describe the potential survivors and how to establish their eligibility; introduce the formulae to be used in various instances; and outline the forms and procedures compensation advisors must complete in order to arrange for the payment of benefits to the spouse, children, or estate.

OBJECTIVE: After the completion of the 1c on-line module, the compensation advisor will be able to determine the rules that apply to establish eligibility, to join the employer-paid coverage, to amend coverage, to maintain the employer-paid coverage and when the employer-paid coverage ceases. The compensation advisor will also be able to determine the relevant information that must be provided to the employees in each situation and perform the required procedures.

DESCRIPTION: This on-line module contains information on all aspects of Employer-Paid Coverage such as the eligibility, the description of the employer-paid coverage, how employees join, the effective date of the coverage, how to maintain coverage while on leave without pay, when the employer-paid coverage ceases and what information to provide to employees.

This on-line module requires the compensation advisor to read information on the employer-paid coverage. While completing the on-line, he will access his main reference tool, the Insurance Administration Manual (IAM), and other related reference tools. Classroom module 2b - 1 day

OBJECTIVE: After the completion of the on-line module 2a and the classroom module 2b, the compensation advisor will be able to determine the rules that apply: to establish eligibility, the effective dates of coverage and deductions; to maintain coverage; when an employee is claiming DI benefits and when coverage ceases. The compensation advisor will also be able to determinethe relevant information that must be provided to the employees in each situation andperform the required procedures.

DESCRIPTION:

On-line module 2a

The on-line module 2a describes the roles and responsibilities of all players involved in the administration of the DI Plan and its purpose. The module contains the necessary information to determine the eligibility, the effective date of coverage and deductions, the amount of coverage and premiums. It also explains how to maintain coverage while on leave without pay (LWOP), the claims process and what ceasing to be eligible entails. The module states what information the compensation advisor must provide to the employees.

This on-line module requires the compensation advisor to read information on DI. While completing the on-line module, he will access the main reference tool, the Insurance Administration Manual (IAM), and other related reference tools. He will also follow a case situation and apply the rules with on-line exercises. At the end of the on-line module, he will be required to complete the Evaluation of Learning and then answer questions on the two scenarios of the Application of Learning.

Classroom module 2b

The classroom module 2b is not intended to teach the subject matter on DI, as the subject matter is covered in the on-line module. During the classroom session, the answers to the two scenarios of the Application of Learning are reviewed concentrating on the weaknesses of the participants. For each process (Eligibility, Joining, Maintaining, Claiming and Ceasing), the points for which the participants ask for clarification are reviewed. The participants complete individually the Evaluation of Learning at the end of the classroom.

During the classroom session, the compensation advisors share information, participate to group discussions and identify the points where they need clarification.

The compensation advisor must register to the classroom session at least six weeks before the classroom session.

INTENDED FOR: Compensation advisors responsible for explaining the insurance plans to eligible employees.

PREREQUISITES:

On-line Module 2a

The compensation advisor should have a general knowledge of how sick leave is calculated, the benefits under the Public Service Superannuation Act and Canada Pension Plan/Quebec Pension Plan.

Classroom Module 2b

The compensation advisor must have completed the on-line module 2a. The "Certificate of Achievement" and answers to the "Application of Learning" must be sent to the PWGSC training officer prior to the classroom session.

OBJECTIVE: After the completion of the on-line module 3a and the classroom module 3b, the compensation advisor will be able to determine the rules that apply to establish eligibility to PSMIP (life insurances and LTD), the effective dates of coverage and deductions for the life insurances and LTD, to amend the life insurances and maintain coverage under the life insurances and LTD when an employee is claiming LTD or life insurances benefits and when coverage under PSMIP (life insurances and LTD) ceases. The compensation advisor will also be able to determine the relevant information that must be provided to the employees in each situation and perform the required procedures.

DESCRIPTION:

On-line module 3a

The on-line module 3a describes the roles and responsibilities of all players involved in the administration of the PSMIP and its purpose. The module contains the necessary information to determine the eligibility, the effective date of coverage and deductions, the amount of coverage and premiums. It also explains how to maintain coverage while on leave without pay (LWOP), the claims process and what ceasing to be eligible entails. The module states what information the compensation advisor must provide to the employees.

This on-line module requires the compensation advisor to read information on PSMIP. While completing the on-line module, he will access the main reference tool, the Insurance Administration Manual (IAM), and other related reference tools. He will also follow a case situation and apply the rules with on-line exercises. At the end of the on-line module, he will be required to complete the Evaluation of Learning and then answer questions on the scenario of the Application of Learning.

Classroom module 3b

The classroom module 3b is not intended to teach the subject matter on PSMIP, as the subject matter is covered in the on-line module. During the classroom session, the answers to the scenario of the Application of Learning is reviewed concentrating on the weaknesses of the participants. For each process (Eligibility, Joining, Amending, Maintaining, Claiming and Ceasing), the points for which the participants ask for clarification are reviewed. The participants complete individually the Evaluation of Learning at the end of the classroom.

During the classroom session, the compensation advisors share information, participate to group discussions and identify the points where they need clarification.

The compensation advisor must register to the classroom session at least six weeks before the classroom session.

INTENDED FOR: Compensation advisors responsible for explaining the insurance plans to eligible employees.

PREREQUISITES:

On-line Module 3a

The compensation advisor should have a general knowledge of how sick leave is calculated, the benefits under the Public Service Superannuation Act and Canada Pension Plan/Quebec Pension Plan.

Classroom Module 3b

The compensation advisor must have completed the on-line module 3a. The "Certificate of Achievement" and answers to the "Application of Learning" must be sent to the PWGSC training officer prior to the classroom session.
