Additional Information This Request for Applications (RFA) must be read in conjunction with the full description of the strategic initiative.  The strategic initiative is linked to this RFA as well as to a second RFA (Research Synthesis Grant - Meeting the National Challenge: Putting Mental Health and Addiction Knowledge into Practice).

Note: Although this RFA is linked to the Emerging Team Grants program tool, capacity building is not one of the goals and inclusion of New Investigators is not required.  In case of inconsistencies between this RFA and the Emerging Team tool description, this RFA takes precedence. Funds Available
CIHR's contribution to the amount available for this initiative is subject to availability of funds voted annually to CIHR by parliamentary appropriations, and the conditions that may be attached to them.
  • The maximum amount awarded for a single grant is $ 300,000 per annum for up to 5 years. The equipment amount is awarded in year one. The final two years of funding are subject to a satisfactory progress review in the third year of funding.
  • The total amount available for this Request for Applications is $ 4,500,000. This amount will increase if additional funding partners decide to participate.
  • The funding provided through this Request for Applications is non-renewable.
Summary
The purpose of this Request for Applications is to strengthen the knowledge base in mental health and addiction, and to fund intervention research to improve the transfer and uptake of this knowledge amongst a broad range of relevant stakeholders. Through this Request for Applications we hope to build and strengthen teams (emerging or already established) engaged in knowledge translation at the local, regional or national level. This investment is expected to position the teams to accelerate the translation of knowledge to strengthen Canada's health care system and/or improve the health of Canadians.

Partners

INMHA is dedicated to identifying and developing collaborations with other CIHR institute(s), branch(es) or office(s), funding organizations and stakeholders to enhance the availability of funding for this strategic initiative, and to create, where appropriate, opportunities for knowledge exchange and translation related to the scope of this particular initiative. Applicants are invited to visit the Descriptions of Partners to find a list of partners and their respective mandates and/or strategic interests. Eligibility

Eligibility criteria specified in the Emerging Team Grant Program shall apply to applications submitted in response to this Request for Applications.

Note that members of the research team can have worked together on the same problem or issue for an unlimited period of time.

Randomized Controlled Trials (RCTs) will be considered as a component of this RFA. Applicants who are considering submitting a Randomized Controlled Trial application in response to this Request for Applications are MUST consult CIHR RCT staff listed in Contact Information and are advised to familiarize themselves with the RCT specific guidelines and instructions, which are fully described in Randomized Controlled Trials.

RCTs will NOT be permitted when necessary background research or preliminary studies have not yet been completed. Consult CIHR RCT staff should you require further clarification. Researchers seeking funding for research synthesis studies in this area should apply through the related funding opportunity "Research Synthesis - Meeting the National Challenge: Putting Mental Health and Addiction Knowledge into Practice"

Review Process and Evaluation Criteria

Applications will be evaluated following the evaluation criteria and peer review process described in the Emerging Team Grant Program.

Applications that include RCTs will be evaluated by an RCT committee according to the standard process for RCTs, as well as by the peer review committee that evaluates all applications to this RFA.

Researchers whose applications include an RCT must submit an LOI (for review by the regular peer review committee) and an RCT Outline (for review by an RCT peer review committee and recommendation regarding whether or not an RCT Full Application should be invited). The review of the RCT Outline will precede the review of the regular peer review committee and the recommendation of the RCT peer review committee will be considered as part of the overall LOI evaluation.

Researchers who are successful at the LOI stage and whose applications include an RCT will be required to submit a full RCT application in addition to the operating grant application. The RCT peer review committee will evaluate the RCT Full Application for scientific merit and appropriate methodology and make a funding recommendation. This information will be considered by the RFA peer review committee as part of the overall evaluation of the application. Please see "How to Apply" for more details.

A CIHR peer review committee created specifically for this Request for Applications will evaluate the full applications. Committee members are selected based on suggestions from many sources including the institute(s) / portfolio(s) and partner(s), following CIHR's Policy on Confidentiality, Conflict of Interest and Privacy Issues in Peer and Relevance Review (CCIP).  For information on CIHR's peer review process in general, see Peer Review.

Relevance review

Relevance review will be conducted at the full application stage. For planning purposes, at the Letter of Intent stage representatives from INMHA and its partners including any that may join at a later date (other CIHR Institutes, CIHR Portfolios, not-for-profit organizations, provincial research funding organizations, etc.) will have access to the anonymized Letter of Intent package and the one-page attachment describing how the proposed research addresses the objectives and relevant research areas (see How to Apply).  At the full application stage, these representatives will have access to an updated version of the one-page attachment and the anonymized research proposal summary to conduct relevance review.

The following criteria will be used in conducting relevance review.

Note that applications need not be relevant to specific partner priorities as long as they are relevant to the objectives and relevant research areas described in the RFA. However, applications that are highly ranked following peer review and are also relevant to specific partner priorities may be funded or co-funded by a partner.

Relevance review occurs apart from peer review (scientific review) and has no relationship to the results of peer review.

Upon completion of peer review of the full applications and relevance review , the representatives from INMHA and its partners will receive the ratings, rankings and peer review committee recommendations on funding level and term for the applications that are rated in the CIHR fundable range and are found to be relevant to the specific objectives of the research initiative and the research areas described under "Objectives" and "Relevant Research Areas."  These applications will be funded from the top down in order of ranking as far as budgets will allow. Applications that receive a ranking below 3.5 will not be funded.

General CIHR Guidelines

The General CIHR Guidelines described in the Emerging Team Grant Program shall apply to this Request for Applications. Applicants are encouraged to demonstrate the use of gender and sex-based analysis in applications.

Conditions of Funding

All conditions specified in the Emerging Team Grant Program shall apply to applications funded through this Request for Applications.

CIHR is committed to demonstrating results to Canadians for the money invested in health research. Therefore, processes for monitoring progress and appropriate use of funds, as well as for performance measurement and program evaluation are in place. As a result, grant recipients must:

Access to Information Act and Privacy Act, and the Personal Information Protection and Electronic Documents Act (PIPEDA)

All personal information collected by CIHR about applicants is used to review applications, to recruit reviewers, to administer and monitor grants and awards, to compile statistics, and to promote and support health research in Canada. Consistent with these purposes, applicants should also expect that information collected by CIHR may be shared as described in Use and Disclosure of Personal Information Provided to CIHR for Peer Review.

CIHR as a federal entity is subject to the Access to Information Act and the Privacy Act, therefore the requirements of these two statutes will apply to all information located in CIHR's premises including, without limitation, cost-sharing agreements related to this Request for Applications and all matters pertaining thereto.

While respecting the application of the Privacy Act to federal entities, all signing parties involved in a collaborative agreement will also be bound by the Personal Information Protection and Electronic Documents Act (PIPEDA). All personal information (as identified by the PIPEDA) collected, used or disclosed in the course of any commercial activity under collaborative agreements related to the Request for Applications will be collected, used and disclosed in compliance with the PIPEDA.

Additional Instructions for this Request for Applications:

Letter of Intent/RCTOutline

Within the Research Funding Program section of the application web form, select the box marked "Strategic Initiative/RFA" and enter "Emerging Team Grant - Meeting the National Challenge: Putting Mental Health and Addiction Knowledge into Practice" in the space provided.
Provide an additional one page attachment entitled "Emerging Team Grant - Meeting the National Challenge: Putting Mental Health and Addiction Knowledge into Practice," describing how the research proposed addresses the objectives and relevant research areas described above.
Letters of support from stakeholder partner(s) must be provided. These should include an acknowledgement that they will work closely with researchers on this project; a brief description of the role they expect to play in developing the research plan, implementing the intervention, evaluation and analysis, and dissemination; and a brief description of the added value they expect to bring to the project.
For applications that include a Randomized Controlled Trial component, an RCT Outline is to be submitted to CIHR one month prior to the LOI deadline (see timeline).
