Additional Information

Applications are submitted through the October 2007 Fellowship competition by the deadline dates noted above. The top eight candidates proposing a research program in Japan and who receive a rating of at least 3.5 on the CIHR rating scale will be invited to submit an application to the JSPS Postdoctoral Fellowships program.

August 1, 2008: Anticipated notification of decision from JSPS
April 1 - November 30, 2008: Awardees must start their Fellowship within this period

Funds Available

CIHR's contribution to the amount available for this initiative is subject to availability of funds voted annually to CIHR by parliamentary appropriations, and the conditions that may be attached to them.

Please note that the amounts listed below may be subject to change and apply to the portion of the award held in Japan.

  1. Roundtrip economy class airfare (based on JSPS regulations);
  2. A monthly maintenance allowance of 392,000 yen (approx. $4,600 cdn);
  3. A settling-in allowance of 200,000 yen (approx. $2,350 cdn);
  4. An annual domestic research travel allowance of 58,500 yen (approx. $690 CDN); and
  5. Overseas travel, accident and sickness insurance coverage.

Note: If the Fellow resides in Japan on the date his/her award letter is issued, the air ticket to Japan and settling-in allowance will not be provided.

A "Grant-in Aid for Scientific Research" (Tokubetsu Kenkyuin Shorei-hi) or "Research Grant" (Shiken Kenkyu-hi) of up to 1,500,000 yen per year (total of 3,000,000 yen for two years) is available to cover cooperative research-related expenses. Application for these grants is made by the host researcher through his/her institution.

For recipients of a third year of funding from CIHR:

The maximum amount awarded for a single award is $ 55,000 for up to one year:

  • Trainee stipend: $21,000 to $50,000 per annum. The value of each award is related to the major degree held, licensure (where applicable), location of tenure and experience of the applicant.
  • Research allowance: $ 5,000 per annum.
  • $5,000 is added to the annual stipend if the award is held outside Canada.
  • This award is non-renewable.

Duration of Funding:
Fellowships are awarded by JSPS for a term of 12 to 24 months. If a term of only 12 months is initially requested, an extension of up to 12 additional months may be approved by JSPS in order to complete the planned research.

CIHR is prepared to fund an additional year provided the candidate continues to meet the CIHR Fellowships program eligibility criteria once the JSPS award expires.

Candidates are encouraged to use the additional year of CIHR funding at a Canadian institution in order to facilitate reintegration into the Canadian health research system. However, candidates are not obliged to return to Canada at that point and may use the additional funding at any eligible institution.

Summary

The Japan Society for the Promotion of Science (JSPS) Postdoctoral Fellowships Program provides opportunities for postdoctoral researchers to conduct, under the guidance of their hosts, cooperative research with leading research groups in Japanese universities and other institutions. The program aims to help such researchers advance their own research while contributing to the advancement of research in Japan and in Canada.

CIHR cooperates with the JSPS by nominating Canadian health researchers to participate in the JSPS Postdoctoral Fellowship Program. CIHR will nominate a maximum of eight postdoctoral researchers for this program per fiscal year (April 1 - March 31).

Eligibility

Eligibility criteria for all CIHR research funding programs apply. The business office of the institution of an eligible Nominated Principal Applicant generally administers CIHR funds. Please refer to the Eligibility Requirements for CIHR Grants and Awards regarding the eligibility requirements for individuals and institutions.

Specific to CIHR training awards, please refer to the General Guidelines for Training Programs as well as the Fellowship program description.

To apply for the award, candidates must meet both the eligibility criteria of the CIHR Fellowships program, as well as the following eligibility criteria:

Note: Those who have previously received an award of 12 months or longer under the JSPS Postdoctoral Fellowship Program are not eligible to apply.

Host Researchers and Host Institutions in Japan

Candidates must have arranged in advance a research plan for their stay in Japan with their host researcher. Host researchers in Japan must be employed full-time at one of the institution types listed below:

  1. Universities;
  2. Inter-university research institutes;
  3. Research institutes or scientific research corporations under the jurisdiction of the Ministry of Education, Culture, Sports, Science and Technology (MEXT); or
  4. Other research institutes and scientific research corporations listed on the JSPS web site.

Allowable Costs

The CIHR portion of the award consists of a stipend and a research allowance.

For the research allowance, awardees should review the Tri-Agency (CIHR, NSERC and SSHRC) financial administration guidelines, Use of Grant Funds section (Compensation-Related Expenses) (external site) for a complete listing and description of allowable costs and activities.

Review Process and Evaluation Criteria

CIHR peer review committees will evaluate the full applications. Committees may be drawn from CIHR's pre-existing committees or may be created specifically for this Request for Applications. Committee members are selected based on suggestions from many sources including the institute(s) / portfolio(s) and partner(s), following CIHR's Policy on Confidentiality, Conflict of Interest and Privacy Issues in Peer and Relevance Review (CCIP). Fellowship Awards are reviewed in accordance with the Guide for Reviewer - CIHR Fellowships.

The following general criteria for evaluating Fellowship Award applications will be used:

CIHR will generate a ranking list once the peer review ratings and recommendation of the committee(s), with regards to the term of awards are received. Applications, who requested to be considered for this initiative and who were deemed eligible, will be sorted using there final rating. Applications receiving a score less than 3.5 will not be considered for funding.

The top eight candidates proposing a research program in Japan and who receive a rating of at least 3.5 on the CIHR rating scale will be invited to submit an application to the JSPS Postdoctoral Fellowships program. Note: Applicants may want to refer to the application guidelines on the JSPS web site (Points to Bear in Mind when Preparing an Application Form).

All applications will be assessed in Japan by the JSPS Fellowship Screening Committee. The final selection will be made by JSPS. JSPS will inform the nominating authority and the candidates of the outcome of the application. Candidates also approved for funding through the CIHR Fellowships program would need to decline the CIHR award for the duration of the JSPS award in order to take up the JSPS Postdoctoral Fellowship.

Conditions of Funding

Conditions cover areas such as Applicant and Institutional Responsibilities, Ethics, Official language policy, Access to Information and Privacy Acts, and Acknowledgement of CIHR Support. Successful applicants will be informed of any special financial conditions prior to the release of funds or when they receive CIHR's Authorization for Funding (AFF) document.

Access to Information Act and Privacy Act, and the Personal Information Protection and Electronic Documents Act (PIPEDA)

All personal information collected by CIHR about applicants is used to review applications, to recruit reviewers, to administer and monitor grants and awards, to compile statistics, and to promote and support health research in Canada. Consistent with these purposes, applicants should also expect that information collected by CIHR may be shared as described in Use and Disclosure of Personal Information Provided to CIHR for Peer Review.

CIHR as a federal entity is subject to the Access to Information Act and the Privacy Act, therefore the requirements of these two statutes will apply to all information located in CIHR's premises including, without limitation, cost-sharing agreements related to this Request for Applications and all matters pertaining thereto.

While respecting the application of the Privacy Act to federal entities, all signing parties involved in a collaborative agreement will also be bound by the Personal Information Protection and Electronic Documents Act (PIPEDA). All personal information (as identified by the PIPEDA) collected, used or disclosed in the course of any commercial activity under collaborative agreements related to the Request for Applications will be collected, used and disclosed in compliance with the PIPEDA.

Award recipients are required to acknowledge CIHR, its institutes and partners in any communication or publication related to the project. See CIHR General Grants and Awards Policies, Public Communication and Acknowledgement of CIHR's Support for details on CIHR's communication requirements. The contributing institutes / partners will be identified on the Authorization for Funding and decision letter.
