Summary

The purpose of this initiative is to support population and public health (PPH) research development and knowledge exchange activities that contribute to the advancement of the goals and objectives outlined in the strategic plan of the CIHR - Institute of Population and Public Health (IPPH).

Funds Available:

  • The total amount available for this initiative is $50,000 (minimum).
  • This amount may increase if additional partners decide to participate. The maximum amount awarded for a single grant is $20,000 per annum for up to one year. The funding is non-renewable. Applicants are strongly encouraged to seek contributions from multiple institutes and other funding sources, as appropriate.
  • CIHR's contribution to the amount available for this initiative is subject to availability of funds voted annually to CIHR by Parliament appropriations, and the conditions that may be attached to them.

Background

CIHR's IPPH will support research into the complex interactions (biological, social, cultural, environmental), which determine the health of individuals, communities, global populations and the application of that knowledge to improve the health of both populations and individuals.

The research and knowledge exchange strategic priorities of IPPH are outlined in its first strategic plan, Mapping and Tapping the Wellsprings of Health Strategic Plan 2002-2007. These strategic priorities were developed through extensive consultation with stakeholders across the country, as documented in Charting the Course, and include:

IPPH is committed to supporting and integrating knowledge exchange that facilitates and has an impact on policy and practice. Collaborations across institute-funded Initiatives (e.g., Strategic Training Initiatives in Health Research, Centres for Research Development) are encouraged.

IPPH is dedicated to identifying and developing collaborations with other CIHR institutes, branches or offices, funding organizations and stakeholders to enhance the availability of funding for this strategic initiative, and to create, where appropriate, opportunities for knowledge exchange and translation related to the scope of this particular initiative.

Objectives and Relevant Research Areas

IPPH will fund meritorious knowledge exchange activities and opportunities for research development (e.g., workshops1, environmental scans, researcher exchanges to facilitate joint research project development with/between IPPH-funded teams/centres/training initiatives) to facilitate collaboration among individuals from a variety of disciplines, backgrounds and roles (e.g., researchers and research users such as program managers, policy-makers and practitioners) with the objective of developing and/or enhancing:

Eligibility

Eligibility criteria for all CIHR research funding programs apply. The business office of the institution of an eligible Nominated Principal Applicant generally administers CIHR funds. Please refer to the Eligibility Requirements for CIHR Grants and Awards regarding the eligibility requirements for individuals and institutions.

Allowable Costs

Applicants should review Use of Grant Funds and Eligibility of Expenses, Employment under Grants within the General Guidelines for All Research Grants for a complete listing and description of allowable costs and activities.

There is no restriction on the size of the proposed activity budget; however, the maximum amount of support from IPPH for any individual grant will be $20,000. Expenses eligible for support include:

Peer Review Process and Evaluation Criteria

The applications will be peer reviewed using the CIHR rating scale. Peer reviewers will be drawn specifically for this initiative and will be selected based on suggestions from many sources including the institute(s) / portfolio(s) and partner(s), following CIHR's policy on Conflict of Interest, Confidentiality and Privacy Issues in Peer Review.

Upon completion of the peer review, IPPH will receive anonymized ranking list, merit scores (ratings) and recommendations of the peer reviewers with regards to funding level, for submitted applications that fall in the fundable range. The list will be used for funding decision-making purposes. Based on the total funds available for the initiative, top ranked applications will be funded. Applications receiving a score of less than 3.5 will not be considered for funding.

The following criteria (unweighted) will be used to evaluate proposals and make funding decisions. Applicants should organize the content of their applications in such a way that it will be clear to reviewers how the proposal addresses each of these criteria:

General CIHR Guidelines

This initiative will follow the General Guidelines for All Research Funding Grants.

Conditions of Funding

All conditions specified in CIHR General Grants and Awards Policies shall apply to applications funded through this initiative.

Conditions cover areas such as Applicant and Institutional Responsibilities, Ethics, Official language policy, Access to Information and Privacy Acts, and Acknowledgement of CIHR Support. Successful applicants will be informed of any special financial conditions prior to the release of funds or when they receive CIHR's Authorization for Funding (AFF) document.

In addition to CIHR standard guidelines and requirements, the following special conditions shall apply:

Access to Information Act and Privacy Act, and the Personal Information Protection and Electronic Documents Act (PIPEDA)

All personal information collected by CIHR about applicants is used to review applications, to administer and monitor grants and awards, to compile statistics, and to promote and support health research in Canada. Consistent with these purposes, applicants should also expect that information collected by CIHR may be shared as described in Use and Disclosure of Personal Information Provided to CIHR for Peer Review.

CIHR as a federal entity is subject to the Access to Information Act and the Privacy Act, therefore the requirements of these two statutes will apply to all information located in CIHR's premises including, without limitation, cost-sharing agreements related to this initiative and all matters pertaining thereto.

While respecting the application of the Privacy Act to federal entities, all signing parties involved in a collaborative agreement will also be bound by the Personal Information Protection and Electronic Documents Act (PIPEDA). All personal information (as identified by the PIPEDA) collected, used or disclosed in the course of any commercial activity under collaborative agreements related to the initiative will be collected, used and disclosed in compliance with the PIPEDA.

Communications Requirements

Grant recipients are required to acknowledge CIHR, its institutes and partners in any communication or publication related to the project. See CIHR General Grants and Awards Policies, Acknowledgement of CIHR's Support for details on CIHR's communication requirements. The contributing institutes / partners will be identified on the Authorization for Funding and decision letter.

In order to apply to this initiative for funding you will need to use the CIHR Operating Grants - Registration Package.   1. CIHR Research Module:
    • Page 1: Institutional signatures are required ONLY from the institution of the Nominated Principal Applicant. If the Nominated Principal Applicant is normally the signing authority for the faculty, another senior official must sign instead. The signatures of the Nominated Principal Applicant and of institutional officials must be original signatures. If the Nominated Principal Applicant's primary appointment is at an institution that has a university affiliation, the Dean of the appropriate Faculty at the university must sign the application.
    • Page 2: Signature of the Nominated Principal Applicant ONLY is required. However, please include the names, affiliations and roles of the other team members.
    • Page 6
    • Page 7: At the top of the page, select "Strategic Initiative/RFA" and enter the title of this initiative "Population and Public Health Research Development and Knowledge Exchange initiative."
    • Attachments:
      • Page 12- Proposal In a maximum of four (4) pages, include:
        1. A statement of the planned objectives, how they align with the initiative's criteria and how they address research and/or knowledge exchange relevant to IPPH (refer to "Objectives and Relevant Research Areas" and Peer Review Process and Evaluation Criteria" sections above);
        2. A summary work plan, including the organizational and administrative arrangements and schedule;
        3. A rationale for the constitution of the proposed participants, including invited international participants and potential partners (if applying for workshop funding);
        4. Plans to disseminate and translate the outcomes of the event or activity; and
        5. Up to ten key words to describe the event or activity.
      • Budget In a maximum of one (1) page, include a budget for the proposed activities, with justification (e.g., approximate number of attendees, number of nights accommodation, purpose and cost of travel) under the following categories:
        1. Travel and subsistence of participants;
        2. Meeting rooms and associated meeting costs;
        3. Publication/dissemination of outcomes;
        4. Communications costs;
        5. Contributions requested/expected from other partners. If funding has been requested from other CIHR Institute(s)/Branch(es)/Office(s), please specify which one(s); and
        6. Other costs.
      • Letter(s) of support: Attach no more than two (2) letters of support from partners of any type confirming their involvement and support of the planned activities (if applicable).
    • Applicant Consent Form
  2. CIHR Common CV:
    • Pages 1 and 2 of the CIHR Common CV must be completed for the Nominated Principal Applicant ONLY (when printing your CV, under 'functionalities' in the top right hand corner of the Common CV site, choose 'Finalize and submit my CV' and choose 'CIHR' and 'Registration CV'.
    • Attachment:
      • In a maximum of 1page, include the following information for the Nominated Principal Applicant:
        1. Academic appointment;
        2. A brief list of publications/reports relevant to the research development and knowledge exchange topic/activity;
        3. A brief list of current/recent funding relevant to the research development and knowledge exchange topic/activity; and
        4. Experience in hosting previous workshops/conferences/activities.

Any additional material will be discarded and not sent to the reviewers;

1 CIHR defines a workshop in the context of IPPH as ".a meeting of a limited number of persons (10 - 30) individually invited to address specific questions or problems related to improving the health of populations locally or globally, with the purpose of reaching a consensus on recommendations or conclusions leading to an improved focus on population and public health research issues. The majority of participants should hold appointments in Canada."
