Review Panel

Introduction

The Review Panel is the cornerstone of the Certification Program. It is made up of selected independent and impartial subject-matter and learning experts who review applications and make recommendations to the CGSB Certification Manager on the certification of applicants.

Once the Review Panel is satisfied that the applicant has met all Certification Program requirements, the Panel will confirm the candidate's eligibility to take the knowledge exam.

The Review Panel will also review all requests for training equivalencies and assess the merits of granting an approval based on a combination of other training, knowledge or experience.

The Review Panel, because of its diversified membership, will also be instrumental in recommending corrective measures on issues that could have an impact on the success of the Certification Program.

Terms of Reference

1.0 Composition

1.1 Members shall have direct technical knowledge of relevant Community practices and procedures, and shall have other relevant knowledge of legislation, regulatory and policy framework, as well as training, examination methods and user requirements.

1.2 Members shall not knowingly be directly involved or have a vested interest in the person being considered for certification. If there is a perceived conflict of interest, members shall exclude themselves from all certification activities directly related to the person under consideration.

1.3 Those eligible for membership include, but are not limited to, representatives from federal government departments and agencies, and labour unions representing federal government employees.

  • Membership is subject to approval by the CGSB management.
     
  • Subcommittees and working groups may also be created to support the Review Panel, as required.

2.0 Authority

2.1 These Terms of Reference are issued under the authority of the CGSB Management. All additions, deletions or modifications shall be issued under the same authority.

3.0 Chairmanship

3.1 The committee shall be convened and chaired by a representative of the CGSB.

4.0 Secretariat

4.1 A representative of the CGSB will act as secretary at all committee meetings.

5.0 Role

5.1 The Review Panel will be consulted whenever the Manager, Personal Certification Division determines that technical expertise is required, to fulfil functions that may include the following:

5.1.1 Assess examination results, attestation documents and other relevant information to ensure compliance with the requirements of the Certification Program Manual and the Certification Application and Maintenance Handbook.

5.1.2 Assess courses taken to ensure compliance with the requirements of the Professional Development and Certification Program (PDCP). In addition, if an applicant is seeking acceptance of a course as equivalent to one or more mandatory courses as stipulated in the Certification Program Manual, Review Panel members will determine if the proposed course is equivalent, with or without supplementary training and experience, or a combination of both.

  • Assess requests by applicants for the waiver of one or more requirements of the Program based on knowledge and experience.
     
  • Recommend the acceptance or rejection of applications for certification.
     
  • Make recommendations to the Manager, Personnel Certification Division, on subjects pertaining to policy and operating procedures, as related to Panel activity and scope of interest.

6.0 Recommendations

6.1 All recommendations of the Review Panel shall be by consensus among its voting members.

6.2 The Manager, Personnel Certification Division will make the final decision for the acceptance or rejection of the recommendations of the Review Panel.

7.0 Quorum

7.1 A minimum of sixty percent of voting members shall constitute a quorum for any Review Panel decision.

8.0 Confidentiality

8.1 Information shared and discussed in committee shall remain strictly confidential.

8.2 Breaches of confidentiality may result in the suspension of committee members.
