1. Institute Advisory Board (IAB) Membership Update
An update on the changes to the IAB membership slates since the Governing Council's approval of the slates at its January meeting, was given. Changes to membership were either due to an individual declining to serve, or because of rationale and justification given by the Scientific Director for either replacing or adding an individual. These changes had been reviewed and approved by the President of CIHR.
The Nominating Committee noted the high level of interest in serving on an IAB was evident by the very low number of individuals who were unable to serve (only three people declined). The Nominating Committee expressed satisfaction that the IAB slates -even with the changes - remained balanced in terms of CIHR's four thematic areas of expertise, gender, language, research institute, and geographical representation; and, reflected quality people, capable of providing the transformational mix and capacity desired by the Governing Council.
Official letters of confirmation of membership, signed by the President and appropriate Scientific Director, will be sent to each IAB member. Also included in the letter will be IAB terms of reference, conflict of interest guidelines, as well as a full roster list of members for a particular Institute. It is expected public announcements can be made by mid-February.
2. Candidates for the Standing Committee on Oversight of the Grants and Awards Competitions (SCOGAC)
The Nominating Committee reviewed the suggestions prepared by staff from CIHR, as well as staff from the Social Sciences and Humanities Research Council of Canada (SSHRC). In its deliberations, the Nominating Committee placed a strong emphasis on selecting candidates who were active researchers, and who were recipients of grants from either CIHR, or granting agencies of equal stature. As well, selected candidates must have expertise in either health systems and policy, or population health - two thematic areas of research which are under-represented on SCOGAC. The Nominating Committee also determined that one of the three candidates must be an international researcher.
The Nominating Committee agreed on a list of six candidates which would be presented to the Executive Committee for approval. The list included the top three choices (two Canadian researchers and one international researcher), as well as three alternates (two Canadian researchers and one international researcher).
3. Next Conference Call
Future deliberations of the Nominating Committee would include,
oversight of the membership process for the Standing Committee on Ethics, with an objective of bringing forward a list of candidates for Governing Council approval in June;
a process in which the Governing Council would offer its best advice to the Minister of Health with respect to the appointment of six members to Governing Council, to replace the six members whose terms will be up for renewal in June, 2001.
