Service and Operations Portfolio
The
Service and Operations Porftolio provides Financial, Administrative, Human Resources, and Information Technology and Management to support CIHR in fulfilling its mandate. Headed by
Lucie Kempffer, Acting Vice President, Service and Operations, the portfolio consists of the following sections:
The Finance and Administration directorate consists of five units:
- The Administration unit, which provides services that facilitate the smooth operation of CIHR as a whole, including: facilities, materiel management, contracting, security, occupational health and safety, and help desk.
- The Financial and Planning Advisory Services unit, which ensures sound financial management, by providing financial reports, advice, guidance and training to CIHR management and staff in the administration of Operating, and Grants and Awards budgets.
- The Corporate Financial Services unit, which is responsible for accounting operations-including travel, accounts payable and receivable, cheque issuing, and payment requisitioning-as well as corporate financial reporting and analysis services, and the management of financial systems.
- The Financial Administration, Grants and Awards unit, which is responsible for issuing grants and awards payments, receiving and reviewing grants financial reports and overseeing the compliance and reviews of CIHR's grants and awards accounts in the Institutions. The unit provides support and advice to CIHR staff, Institution administrators and funding recipients, in addition to undertaking financial monitoring visits to ensure the proper management of CIHR funds.
- The Modern Management unit, which promotes and manages the implementation of modern management practices in CIHR including: the development, training and implementation of financial policies, systems and procedures as well as the provision of financial policy advice and interpretation to CIHR management and staff.
The Human Resources branch works in partnership with CIHR management to provide strategies, advice, programs and policies in the area of human resources management. It includes personnel and management support of CIHR's resources, including strategic planning, job evaluation, staffing, labour relations, awards and recognition, employment equity, official languages, continuous learning and performance management as well as advisory services for staff on benefits, compensation and leave.
The ITMS branch of CIHR is committed to using information technology to meet the growing needs of CIHR and the rest of the research community. Through the introduction of better business approaches and processes for both CIHR and its clients, the branch attempts to be leaders in the areas of technical infrastructure, software applications and technical support services.
The ITMS branch consists of the Application Development and Maintenance unit, the Technical Infrastructure group, the Strategic Services unit, the Client Services unit, the Web Services group and the Records Management unit.
- The Application Development and Maintenance unit is responsible for the support of corporate applications as well as the development and customization of new applications.
- The Technical Infrastructure group is responsible for the hardware, network and system software forming CIHR's technical infrastructure.
- The Strategic Services unit is responsible for delivering strategic e-services to CIHR and its clients.
- The Client Services unit provides help desk support to CIHR external and internal users.
- The Web Services group provides in-house guidance and production on Internet, Intranet, and Extranet development. It also administers all website content and services.
- The Records Management unit is responisble for the records and mail management function at CIHR.
As a group, ITMS continues to be promote organizational excellence while co-leading business change and managing IT Operations throughout CIHR and its institutes.
