COMMISSIONER'S DIRECTIVE 259 - EXPOSURE TO SECOND HAND SMOKE

Why was the policy changed?

There is increased evidence from health care professionals about the potential negative impact of exposure to second hand smoke. CSC is carrying out its broader responsibility of setting conditions for healthy correctional environments by implementing an indoor smoking ban in all federal correctional institutions on January 31, 2006.

What has changed?

CD 259 eliminates smoking indoors and designates smoking areas outdoors.

CD 259 replaces Annex C of Guidelines 254-1 on the Occupational Safety and Health Program.

How was it developed?

It was developed in consultation with management, staff, offenders, unions and external stakeholders (i.e. Health Canada, Office of the Correctional Investigator, Aboriginal advisory bodies, Citizens' Advisory Committees, Canadian Cancer Society, Elizabeth Fry Society, John Howard Society, etc.).

Accountabilities?

All CSC management and staff.

Who will be affected by the policy?

All CSC management, staff and offenders, as well as volunteers, contractors and visitors.

Expected cost?

Costs are expected to be incurred for medical services, cessation aids, educational materials and facility adjustments.

Other impacts?

Institutional routines (e.g., increase, to the extent possible, the amount of time inmates have access to the outdoors without jeopardizing security or program participation.)

Potential for unrest or conflict given the reduced access to smoking.
