Committees and Working Groups

Committees

To help the Governing Council in the discharge of its duties, it established by by-law an Executive Committee, a Nominating Committee, and five permanent advisory committees.

Executive Committee
The Executive Committee exercises all powers and performs all duties of the Governing Council between meetings of the Council to ensure the orderly flow of business and implementation of decisions, except for those specific responsibilities which cannot be delegated by Governing Council.

Nominating Committee
The Nominating Committee oversees the nomination process for seeking members for Governing Council, any standing committee or working group established by Governing Council, and for members of the Institute Advisory Boards.

Standing Committee on Ethics
The Standing Committee on Ethics identifies for the Governing Council emerging ethical issues of strategic relevance with respect to health and health research. It provides the Governing Council with high-level strategic advice on the ethical, legal and socio-cultural dimensions of CIHR's mandate as set out in The CIHR Act, at its initiative or at the request of the Governing Council or the President.

Standing Committee for Oversight of Grants and Awards Competitions
The Standing Committee for Oversight of Grants and Awards Competitions will advise the Governing Council with respect to the outcomes of CIHR's competitions for research funding as well as monitor performance of CIHR's peer review process.

Standing Committee on Performance Measurement, Evaluation and Audit
The Standing Committee on Evaluation, Performance Measurement and Audit provides oversight of CIHR's policies on evaluation, performance measurement and audit activities, in order to ensure that CIHR has the information that it needs for: effective design, implementation, improvement (or termination) of each of its structures, policies, programs and initiatives; full and open reporting on its performance to the public, Parliament, the research communities and other stakeholders; and judicious management of risks and control of expenditures.

Standing Committee on Finance and Planning
The Standing Committee on Finance and Planning provides direction and oversight of CIHR's financial, budgeting and strategic planning activities.

Stem Cell Oversight Committee
The Stem Cell Oversight Committee reviews research applications dealing with human pluripotent stem cells and other ethically sensitive human stem cell research to ensure that they are in accordance with CIHR's Stem Cell Guidelines.

Working Groups

From time to time, CIHR's Governing Council will establish working groups with specific mandates and time frames to assist Council in the conduct of its business.

2004 - 2005

At its annual strategic retreat in August 2004, the Governing Council identified the need to develop a framework that will assist in guiding its resource allocation decisions. Subsequently, Governing Council established a Working Group on Key Results Areas, which is to be dissolved upon submission of a final report to Governing Council.

In June 2004, Governing Council determined the need to create a working group - National Task Force on Career Support - mandated to provide it advice on CIHR's role in providing career awards to health researchers. The Task Force report was be submitted to Governing Council at its November 2004 meeting.

2000-2001

In Governing Council's first year of governance (2000-2001), a number of working groups were created to assist in the identification and prioritization of themes, issues, and priorities. These Working Groups were:

Working Group on Partnerships, mandated to develop a CIHR Partnership Framework. A final report was submitted and approved by Governing Council in November 2001 and subsequently, the Working Group on Partnerships was dissolved.

Working Group on Programs and Peer Review, mandated to identify key issues related to the programs and peer review activities of CIHR. As a result of the creation of a permanent advisory committee reporting to Governing Council - the Standing Committee on the Oversight of Grants and Awards Competitions (SCOGAC) - as well as the establishment of an internal CIHR research committee - the Research Priorities and Planning Committee (RPPC) - it was determined that the mandate of the Working Group on Programs and Peer Review was redundant. The Working Group on Programs and Peer Review was dissolved in November 2001.

Working Group on Finance, Planning and Evaluation, mandated to identify issues related to finance, planning and evaluation activities of CIHR. As a result of the creation of two permanent advisory committees reporting to Governing Council - the Standing Committee on Planning,and Finance, and the Standing Committee on Performance Measurement, Evaluation and Audit, the Working Group on Finance, Planning and Evaluation was dissolved in March 2002.

Working Group on Ethics, mandated to identify major themes and areas of priority for CIHR's ethics agenda. Upon the creation of a permanent advisory committee to Governing Council - the Standing Committee on Ethics - the Working Group on Ethics was dissolved in November 2001.

In response to a national and international research interest in stem cell research, an ad hoc Working Group on Stem Cell Research was established in the fall of 2001. Its final report on CIHR guidelines with respect to the funding of stem cell research, was accepted and approved by the Governing Council in January 2002, and subsequently, the ad hoc Working Group on Stem Cell Research was dissolved.
