In Recognition of Excellence: The CGSB Certificate of Merit
Since 1974, the Canadian General Standards Board (CGSB) has awarded distinguished individuals a CGSB Certificate of Merit as its highest means of recognizing outstanding service and active participation in the various standardization activities of CGSB. Recipients of the CGSB Certificate of Merit are drawn from some 3600 Canadians who voluntarily contribute their time and expertise to the development and maintenance of its quality assurance programs and approximately 1000 standards.
It is because Canadians from the public and private sectors do so willingly contribute that all Canadians benefit from having standards that meet their needs and standards that represent the best level of performance and quality achievable through the consensus process.
The criteria for nominating and awarding the Certificate are as follows:
Eligibility
Any officer or member of any CGSB committee, panel, subcommittee or other subunit, except CGSB Standards Specialists, may be nominated.
Nomination
Nominations must be made in writing by any three members of a CGSB committee, panel, subcommittee or other subunit; the CGSB standards specialist may be one. In special circumstances, a nominee may be identified by the CGSB management.
Awards Committee
The awards committee, consisting of the Director of the CGSB and the CGSB senior management, review and evaluate submissions for completeness and suitability for award in accordance with the following factors.
Factors to be Considered in Making Nominations and Awards
Length of Service
The nominee shall have been active in CGSB committee or panel work for at least three years or for not less than five meetings.
Participation at Meetings
Consider:
- quality of assigned tasks;
- effectiveness in voicing views, clearly, forcefully but tactfully;
- ability to listen sympathetically and with a mind open to opposing views; and
- response to requests for voluntary assignments.
Attendance at Meetings
Consider:
- regularity of attendance, but also consider:
- geographic constraints;
- alternative means of contribution such as the submission of written comments on agenda items by those unable to attend in person, which may be very useful.
Participation Between Meetings
Consider:
- the quality, magnitude and timeliness of laboratory, drafting and other work undertaken in support of a committee between meetings.
Initiative
Consider:
- unsolicited suggestions for revisions, new work or cancellations of standards;
- promotion of the proper use of CGSB or National Standards; and
- promotion of CGSB Standards or Conformity Assessment Programs.
Regularity and Quality of Response to Letter Ballots and Requests for Comments
Consider:
- regularity of response to voting or balloting;
- editorial suggestions that may make a positive contribution; and
- technical and administrative knowledge of products or service and quality control aspects.
