Description of Partners
The mandate of the "Small Health Organizations Partnership Program" (SHOPP) is to foster partnership opportunities with small health charities and not-for-profit organizations with modest health research funding capacity by co-funding training and salary awards and in limited cases, operating grants. The benefit of this program is that CIHR continues to offer partnership opportunities for small health organizations while becoming more in line with its institute-centric policy. Partner organizations identify the area(s) of health research relevant to their mission, strategic direction or interest and CIHR provides an internationally recognized peer-review process and administrative program support.
CIHR will fully fund all research scoring above its regular funding threshold, subject to the availability of funds for this initiative. CIHR and the partners will pay for meritorious awards identified by the partner as relevant to their research area and scoring below the CIHR funding threshold (in rank order) but above the merit cut-off (3.5). All the awards above and below the CIHR funding threshold will hold both the name of the partner and CIHR, with the exception of Canada's Graduate Scholarship Doctoral Research Awards.
The Partnerships and International Relations Branch is dedicated to identifying and developing collaborations with other CIHR institute(s), branch(es) or office(s), funding organizations and stakeholders to enhance the availability of funding for this strategic initiative, and to create, where appropriate, opportunities for knowledge exchange and translation related to the scope of this particular initiative. Applicants are invited to visit the Descriptions of Partners to find a list of partners and their respective mandates and/or strategic interests; specific research foci and requirements for each partner are also outlined in this section. This list will continue to evolve as new partners join in this initiative. Researchers are invited to re-visit the Description of Partners section after July 14, 2006 as a second announcement of partners is scheduled for this date.
The specific objectives of this initiative are:
Partners will provide funding for applications that are relevant to the objectives and research priority areas described in the section Descriptions of Partners.
Prior to peer review, the partners will have access to anonymized project titles and summaries to conduct relevance review. Upon completion of peer review, the partners will receive the ranking list, merit scores (ratings) and recommendations of the peer review committee with regards to funding level and award term, for the submitted applications that fall in the fundable range and have been determined to be relevant to the specific research areas and objectives of the initiative. The list will be used for funding decision-making purposes and will remain anonymous.
The review of applications for relevance to the strategic initiative will have no impact on the peer review process.
Eligibility criteria for all CIHR research funding programs apply. The business office of the institution of an eligible Nominated Principal Applicant generally administers CIHR funds. Please refer to the Eligibility Requirements for CIHR Grants and Awards regarding the eligibility requirements for individuals and institutions.
Specific to CIHR training awards, please refer to the General Guidelines for Training Programs as well as the CIHR Doctoral Research Awards program description.
The awards consist of a stipend and a research allowance.
For the research allowance, awardees should review the Tri-Agency (CIHR, NSERC and SSHRC) financial administration guidelines, Use of Grant Funds section for a complete listing and description of allowable costs and activities.
CIHR peer review committees will evaluate the full applications. Committees will be drawn from CIHR's pre-existing committees. Committee members are selected based on suggestions from many sources including the institute(s) / portfolio(s) and partner(s), following CIHR's Policy on Confidentiality, Conflict of Interest and Privacy Issues in Peer and Relevance Review (CCIP). Doctoral Research Awards are reviewed in accordance with the Peer Review Guide for Master's and Doctoral Awards.
The following general criteria for evaluating Doctoral Research Award applications will be used:
This Request for Applications will follow the CIHR General Grants and Awards Policies. Applicants are encouraged to demonstrate the use of gender and sex-based analysis in applications.
All conditions specified in CIHR General Grants and Awards Policies shall apply to applications funded through this Request for Applications. Conditions cover areas such as Applicant and Institutional Responsibilities, Ethics, Official language policy, Access to Information and Privacy Acts, and Acknowledgement of CIHR Support. Successful applicants will be informed of any special financial conditions prior to the release of funds or when they receive CIHR's Authorization for Funding (AFF) document.
In addition to CIHR standard guidelines and requirements, the following special conditions shall apply:
Access to Information Act and Privacy Act, and the Personal Information Protection and Electronic Documents Act (PIPEDA)
All personal information collected by CIHR about applicants is used to review applications, to recruit reviewers, to administer and monitor grants and awards, to compile statistics, and to promote and support health research in Canada. Consistent with these purposes, applicants should also expect that information collected by CIHR may be shared as described in Use and Disclosure of Personal Information Provided to CIHR for Peer Review.
CIHR as a federal entity is subject to the Access to Information Act and the Privacy Act, therefore the requirements of these two statutes will apply to all information located in CIHR's premises including, without limitation, cost-sharing agreements related to this Request for Applications and all matters pertaining thereto.
While respecting the application of the Privacy Act to federal entities, all signing parties involved in a collaborative agreement will also be bound by the Personal Information Protection and Electronic Documents Act (PIPEDA). All personal information (as identified by the PIPEDA) collected, used or disclosed in the course of any commercial activity under collaborative agreements related to the Request for Applications will be collected, used and disclosed in compliance with the PIPEDA.
Award recipients are required to acknowledge CIHR, its institutes and partners in any communication or publication related to the project. See CIHR General Grants and Awards Policies, Acknowledgement of CIHR's Support for details on CIHR's communication requirements. The contributing institutes / partners will be identified on the Authorization for Funding and decision letter.

BC Mental Health Foundation
The Foundation focuses on patient care and quality of life, research and treatment, and public education and awareness throughout the province of British Columbia.
Target Health Research Areas: Mental health, addictions.
Number of Awards: up to 2 Doctoral Research Awards for a maximum of 3 years.
Special Conditions: Awards are tenable under the supervision of an investigator who holds an academic appointment at a university or research institution located in the province of British Columbia.

Canadian Digestive Health Foundation
The Canadian Digestive Health Foundation is dedicated to support further research and education in the management and cure of digestive disease disorders of Canadians.

Canadian Foundation for Infectious Diseases
The Canadian Foundation for Infectious Diseases (CFID) is helping understand, prevent, control and treat infectious diseases through research, education and awareness. CFID is the fundraising arm of AMMI Canada - the largest association of medical microbiologists and infectious disease specialists in this country. Together with AMMI Canada and valued partners, CFID will hasten the discovery of practical, innovative solutions to protect Canadians and people worldwide from infectious diseases. Target Health Research Areas: Safe food and water; existing and emerging infectious diseases; antibiotic resistance; HIV/AIDS and sexually transmitted illnesses; pandemic / outbreak solutions.

Canadian Institute for the Relief of Pain and Disability
The Canadian Institute for the Relief of Pain and Disability (CIRPD) is a national non-profit organization dedicated to the reduction of disability and impairment from soft tissue injuries. CIRPD works with all stakeholders to improve the quality and cost-effectiveness of care for people with musculoskeletal concerns and facilitates collaborative research, education and strategic planning activities.
Target Health Research Areas: Prevention and mitigation of injuries arising from motor vehicule accidents (musculoskeletal, whiplash, chronic pain, disability)
Number of awards: up to 4 Doctoral Research Awards for a maximum of 3 years.
Special conditions: CIRPD will not pay for parental leave but agrees to extend the term of the award by the duration of the leave. The applicants are expected to work under the supervision of eligible AUTO21 investigators. There are over 220 researchers participating through 32 Universities across Canada. Cross discipline research is encouraged.
Canadian Occupational Therapy Foundation
The Canadian Occupational Therapy Foundation supports research and scholarships in the field of occupational therapy. The Foundation's focus has been on generating, receiving and maintaining funds and developing mechanisms for granting awards to individuals and organizations for research, scholarships and publications.
Target Health Research Areas: Occupational therapy related research

Fanconi Canada
Fanconi Canada is a registered charity whose mission is to fund research in Canada into an effective treatment and, ultimately, a cure for Fanconi Anemia and to serve as a support network for affected Canadian families.
Target Health Research Areas: fanconi anemia, DNA repair and head/neck cancer.
Number of Awards: up to 1 Doctoral Research Award for a maximum of 3 years.

Mind Foundation of BC
The purpose of the Mind Foundation of BC (MFBC) is to be the fundraising and disbursement body for the BC Schizophrenia Society's (BCSS) Programs and Support Services in addition to continuing to raise funds for scientific research established by the Calder Foundation.

Thalassemia Foundation of Canada
The Thalassemia foundation was founded in 1982 by Angela Polsinelli, the parent of a patient, with the help of a few other parents and patients. It was created because there was a large number of Thalassemia patients in the Toronto area, but there was no structured association available. The Thalassemia Foundation originally began as a support group for parents and patients. Its organizers wanted to teach parents how to administer Desferal to their kids. For young adults, the Foundation would allow patients to support one another. As the Foundation gathered more members, it was able to start fundraising, causing its focus to broaden. It became possible for the Foundation to gather money for research, and meeting the financial needs of patients, by providing Desferal pumps to those in greatest need.
Target Health Research Areas: Cardiovascular and respiratory health, metabolism, blood.
Number of Awards: up to 1 Doctoral Research Award for a maximum of 3 years.
