Funds Available
CIHR's contribution to the amount available for this initiative is subject to availability of funds voted annually to CIHR by parliamentary appropriations, and the conditions that may be attached to them.

The maximum amount awarded for a single award is $ 110,000 including fringe benefits per annum for up to 5 years:
  • Salary contribution: $ 60,000 per annum, including fringe benefits.
  • In addition, awardees, who are not successful in obtaining peer-reviewed operating funds, may receive top-up funding, a research allowance, to bring their total level of operating support, from all peer-reviewed sources, to $50,000 per annum for up to five years, subject to annual review. Please see the New Investigator program description for details.
  • This award is non-renewable.
  • The award is valued in Canadian dollars and is taxable.
Summary
The mandate of the "Small Health Organizations Partnership Program" (SHOPP) is to foster partnership opportunities with small health charities and not-for-profit organizations with modest health research funding capacity by co-funding training and salary awards. Background

The mandate of the "Small Health Organizations Partnership Program" (SHOPP) is to foster partnership opportunities with small health charities and not-for-profit organizations with modest health research funding capacity by co-funding training and salary awards and in limited cases, operating grants. The benefit of this program is that CIHR continues to offer partnership opportunities for small health organizations while becoming more in line with its institute-centric policy. Partner organizations identify the area(s) of health research relevant to their mission, strategic direction or interest and CIHR provides an internationally recognized peer-review process and administrative program support.

CIHR will fully fund all research scoring above its regular funding threshold, subject to the availability of funds for this initiative. CIHR and the partners will pay for meritorious awards identified by the partner as relevant to their research area and scoring below the CIHR funding threshold (in rank order) but above the merit cut-off (3.5). All the awards above and below the CIHR funding threshold will hold both the name of the partner and CIHR.

Partners

The Partnerships and International Relations Branch is dedicated to identifying and developing collaborations with other CIHR institute(s), branch(es) or office(s), funding organizations and stakeholders to enhance the availability of funding for this strategic initiative, and to create, where appropriate, opportunities for knowledge exchange and translation related to the scope of this particular initiative. Applicants are invited to visit the Descriptions of Partners to find a list of partners and their respective mandates and/or strategic interests; specific research foci and requirements for each partner are also outlined in this section. This list will continue to evolve as new partners join in this initiative. Researchers are invited to re-visit the Description of Partners section after July 14, 2006 as a second announcement of partners is scheduled for this date.

Objectives

The specific objectives of this initiative are:

Partners will provide funding for applications that are relevant to the objectives and research priority areas described in the section Descriptions of Partners.

Prior to peer review, the partners will have access to anonymized project titles and summaries to conduct relevance review. Upon completion of peer review, the partners will receive the ranking list, merit scores (ratings) and recommendations of the peer review committee with regards to funding level and award term, for the submitted applications that fall in the fundable range and have been determined to be relevant to the specific research areas and objectives of the initiative. The list will be used for funding decision-making purposes and will remain anonymous.

The review of applications for relevance to the strategic initiative will have no impact on the peer review process.

Eligibility

Eligibility criteria for all CIHR research funding programs apply. The business office of the institution of an eligible Nominated Principal Applicant generally administers CIHR funds. Please refer to the Eligibility Requirements for CIHR Grants and Awards regarding the eligibility requirements for individuals and institutions.

Specific to CIHR salary awards, please refer to the General Guidelines for Salary Programs as well as the CIHR New Investigator Awards program description.

Randomized Controlled Trials (RCTs) will not be considered under this RFA.

Allowable Costs

The awards consist of a salary contribution, fringe benefits and, if applicable, a research allowance.

For the research allowance, awardees should review the Tri-Agency (CIHR, NSERC and SSHRC) financial administration guidelines, Use of Grant Funds section for a complete listing and description of allowable costs and activities.

Review Process and Evaluation Criteria

CIHR peer review committees will evaluate the full applications. Committees will be drawn from CIHR's pre-existing committees. Committee members are selected based on suggestions from many sources including the institute(s) / portfolio(s) and partner(s), following CIHR's Policy on Confidentiality, Conflict of Interest and Privacy Issues in Peer and Relevance Review (CCIP).  New Investigator Awards are reviewed in accordance with the CIHR Peer Review Process: Policies and Responsibilities of Salary and Clinician Scientist Awards Committee Members.

General CIHR Guidelines

This Request for Applications will follow the CIHR General Grants and Awards Policies.  Applicants are encouraged to demonstrate the use of gender and sex-based analysis in applications.

Conditions of Funding

All conditions specified in CIHR General Grants and Awards Policies shall apply to applications funded through this Request for Application.  Conditions cover areas such as Applicant and Institutional Responsibilities, Ethics, Official language policy, Access to Information and Privacy Acts, and Acknowledgement of CIHR Support. Successful applicants will be informed of any special financial conditions prior to the release of funds or when they receive CIHR's Authorization for Funding (AFF) document.

In addition to CIHR standard guidelines and requirements, the following special conditions shall apply:

Access to Information Act and Privacy Act, and the Personal Information Protection and Electronic Documents Act (PIPEDA)

All personal information collected by CIHR about applicants is used to review applications, to recruit reviewers, to administer and monitor grants and awards, to compile statistics, and to promote and support health research in Canada. Consistent with these purposes, applicants should also expect that information collected by CIHR may be shared as described in Use and Disclosure of Personal Information Provided to CIHR for Peer Review.

CIHR as a federal entity is subject to the Access to Information Act and the Privacy Act, therefore the requirements of these two statutes will apply to all information located in CIHR's premises including, without limitation, cost-sharing agreements related to this Request for Applications and all matters pertaining thereto.

While respecting the application of the Privacy Act to federal entities, all signing parties involved in a collaborative agreement will also be bound by the Personal Information Protection and Electronic Documents Act (PIPEDA). All personal information (as identified by the PIPEDA) collected, used or disclosed in the course of any commercial activity under collaborative agreements related to the Request for Applications will be collected, used and disclosed in compliance with the PIPEDA.

Communications Requirements

Award recipients are required to acknowledge CIHR, its institutes and partners in any communication or publication related to the project. See CIHR General Grants and Awards Policies, Acknowledgement of CIHR's Support for details on CIHR's communication requirements. The contributing institutes / partners will be identified on the Authorization for Funding and decision letter.

Description of Partners: CIHR Institutes and Partner Organizations

Canadian Institutes of Health Research (CIHR)
CIHR is Canada's major federal funding agency for health research. Its objective is to excel, according to internationally accepted standards of scientific excellence, in the creation of new knowledge and its translation into improved health for Canadians, more effective health services and products and a strengthened Canadian health care system.

CIHR - Partnerships and International Relations Branch
Our mandate is to support the development of partnerships and international collaborations that advance CIHR's mandate and strategic objectives (CIHR Blueprint [HTML | PDF (259 Ko)| Help]). We support CIHR institutes and portfolios in the development, implementation, management and evaluation of partnerships and international collaborations. Canadian Chiropractic Research Foundation (CCRF)
To promote and carry on or cause to be promoted or carried on research and scientific enquiries consisting of clinical, biomedical, health services and population health, biomechanical and kinaesthetic studies relevant to the spine and other articulations, to help to secure for the chiropractic profession and for the people of Canada the benefits of research and scientific enquiries.

Target Health Research Areas: Chiropractic, manipulation, spine arthritis, disability, injury, health care, biomechanics, neurophysiology, musculoskeletal, aging.

Number of Awards: up to 3 New Investigator Awards for a maximum of 5 years.

Special Conditions:

Canadian Foundation for Infectious Diseases
The Canadian Foundation for Infectious Diseases (CFID) is helping understand, prevent, control and treat infectious diseases through research, education and awareness. CFID is the fundraising arm of AMMI Canada - the largest association of medical microbiologists and infectious disease specialists in this country. Together with AMMI Canada and valued partners, CFID will hasten the discovery of practical, innovative solutions to protect Canadians and people worldwide from infectious diseases. Visit the website for more information.

Target Health Research Areas: Safe food and water; existing and emerging infectious diseases; antibiotic resistance; HIV/AIDS and sexually transmitted illnesses; pandemic / outbreak solutions.

Number of Awards: up to I New Investigator Award for a maximum of 5 years.

Special Conditions: CFID will not pay for parental leave but agrees to extend the term of the award by the duration of the leave.

Canadian Foundation Louis Pasteur
Remaining true to the spirit which inspired Louis Pasteur, the Canadian foundation named after him and created in 1997 is a charity which aims to increase the knowledge of infectious, parasitic and immune-system diseases, and, in the long-term, to help improve public health both in Canada and throughout the world. From this perspective, the foundation invites donations from individuals and companies in order to provide financial support for the development of research programs, training of young Canadian researchers, and the exchange of scientific knowledge.

Target Health Research Areas: Microbiology and Immunology

Number of Awards: up to 2 New Investigator Awards for a maximum of 5 years.

Special Conditions: The applicant must have completed a post-doctoral placement at the Institut Pasteur in Paris. Louis Pasteur will not pay for parental leave but agrees to extend the term of the award by the duration of the leave.

Ontario Prader-Willi Syndrome Association
The Ontario Prader-Willi Syndrome Association (OPWSA) is a non-profit, charity which was established in 1982. Our mission is to enhance the quality of life for individuals with Prader-Willi Syndrome (PWS). Prader-Willi Syndrome is a genetic condition which is generally caused by a deletion in Chromosome 15. The current incidence of PWS is 1-12,000. It is believed that there is a close connection between PWS and disturbance of the hypothalamus-an area of the brain which controls a number of bodily systems.

Target Health Research Areas: Prader-Willi Syndrome with particular interest in appetite/satiation mechanisms or other aspects of PWS.

Number of Awards: up to 1 New Investigator Award for a maximum of 5 years.

Special Conditions: OPWSA will not pay for parental leave but agrees to extend the term of the award by the duration of the leave.
