Fellowship Priority Announcement: Public Health (Archived)

Priority Announcements fund highly rated research applications that are determined to be relevant to specific CIHR research priority areas and do not receive funding through CIHR's regular competitions.

Funds Available
CIHR's contribution to the amount available for this initiative is subject to availability of funds voted annually to CIHR by parliamentary appropriations, and the conditions that may be attached to them.
  • The maximum amount awarded will be $60,000 per annum, including a stipend of $21,000 - $55,000 (stipend levels vary depending on degree(s) and licensure held and location of study) and a research allowance of $5,000, per award for up to 5 years (length of term varies depending on degree(s) and licensure held by the applicant).
  • The funding provided through this priority announcement is non-renewable. Funding for a further period may be possible through an application to a regular future competition sufficiently far in advance of the termination date of the grant to ensure continuity.
  • Applications receiving a rating of less than 3.5 will not be considered for funding.
Summary
Jointly issued by the CIHR-Institute of Population and Public Health (IPPH) and the Public Health Agency of Canada (PHAC), the purpose of this Priority Announcement is to strengthen public health research capacity thereby supporting the next generation of public health researchers, and stimulating public health policy- and practice-relevant research across the country.

Partners

CIHR - Institute of Population and Public Health (IPPH) is dedicated to identifying and developing collaborations with other CIHR institute(s), branch(es) or office(s), funding organizations and stakeholders to enhance the availability of funding in their strategic research priority areas and to create, where appropriate, opportunities for knowledge exchange and translation related to the scope of these priority areas. Applicants are invited to visit the Descriptions of Partners to find a list of partners and their respective mandates and/or strategic interests. This list will continue to evolve as new partners join.

Objectives

Relevant Research Areas

Public Health

Public health has been described as the science and art of promoting health, preventing disease, prolonging life and improving quality of life through the organized efforts of society1. It primarily distinguishes itself from publicly funded health care at the clinical (one-on-one) level by focusing on the health of the population as a whole and by seeking to understand and address the root causes of disease and disability - i.e. their determinants. Essential public health functions include: population health assessment, health promotion, disease and injury prevention, health protection and health surveillance. CIHR's IPPH and the PHAC will provide funding for applications that are determined to be relevant to public health, as described above. Post-doctoral / post-health professional research projects with clear linkages to those who use and apply evidence from public health research (e.g. public health units/regional health authorities, federal/provincial/territorial governments, non-governmental organizations, etc.) and that are therefore relevant to policy and/or practice will be given strong consideration.

Illustrative examples of eligible research areas include but are not limited to:

1) the study of the effectiveness of policy interventions on the health of communities and populations (e.g. the impact of appropriate housing interventions on mental health outcomes in children and their families)

2) public health services research topics related to, for example: public health human resource planning; the impact of governance on the effectiveness of public health program and service delivery; the impact of regionalization on public health service delivery, and so on.

Relevance of the applications to public health as described above will be determined in the following manner.

Prior to peer review, appropriate IPPH and PHAC representatives will review applications to determine the relevance, or alignment, of the research proposed to public health as described above.

To conduct the relevance review, these representatives will have access to the completed relevance form (see "How to Apply" below), anonymized project titles and summaries, provided that applicants have indicated their consent on the "Applicant Consent Form for Use and Disclosure of Personal Information Provided to CIHR for Peer Review," which is included in the application forms.

Upon completion of peer review, the appropriate IPPH and PHAC representatives will receive the merit scores (ratings) and peer review committee recommendations with respect to the award term for those applications that 1) were found to be relevant to public health, as described under "Relevant Research Areas"; and 2) are rated within the CIHR fundable range but are not funded through the regular CIHR competition to which they were submitted. These applications will be funded from the top down in order of ranking as far as budgets will allow. Applications that receive a rating below 3.5 will not be funded.

The relevance review occurs apart from the peer review (scientific review) and has no relationship to the results of peer review. Peer review committees will not be informed of applications submitted for funding through this announcement.

Eligibility

Eligibility criteria for all CIHR research funding programs apply. The business office of the institution of an eligible Nominated Principal Applicant generally administers CIHR funds. Please refer to the Eligibility Requirements for CIHR Grants and Awards regarding the eligibility requirements for individuals and institutions.

Review Process and Evaluation Criteria

A CIHR peer review committee will evaluate the full applications. The peer review committee members are selected based on suggestions from many sources including the Institute(s) / portfolio(s) and partner(s), following CIHR's Policy on Confidentiality, Conflict of Interest and Privacy Issues in Peer and Relevance Review (CCIP). General CIHR Guidelines

This Priority Announcement will follow the CIHR General Grants and Awards Policies. Applicants are encouraged to demonstrate the use of gender and sex-based analysis in applications.

Conditions of Funding

All conditions specified in CIHR General Grants and Awards Policies shall apply to applications funded through this Priority Announcement. Conditions cover areas such as Applicant and Institutional Responsibilities, Ethics, Official language policy, Access to Information and Privacy Acts, and Acknowledgement of CIHR Support. Successful applicants will be informed of any special financial conditions prior to the release of funds or when they receive CIHR's Authorization for Funding (AFF) document.

Access to Information Act and Privacy Act, and the Personal Information Protection and Electronic Documents Act (PIPEDA)

All personal information collected by CIHR about applicants is used to review applications, to recruit reviewers, to administer and monitor grants and awards, to compile statistics, and to promote and support health research in Canada. Consistent with these purposes, applicants should also expect that information collected by CIHR may be shared as described in Use and Disclosure of Personal Information Provided to CIHR for Peer Review.

CIHR as a federal entity is subject to the Access to Information Act and the Privacy Act, therefore the requirements of these two statutes will apply to all information located in CIHR's premises including, without limitation, cost-sharing agreements related to this priority announcement and all matters pertaining thereto.

While respecting the application of the Privacy Act to federal entities, all signing parties involved in a collaborative agreement will also be bound by the Personal Information Protection and Electronic Documents Act (PIPEDA). All personal information (as identified by the PIPEDA) collected, used or disclosed in the course of any commercial activity under collaborative agreements related to the priority announcement will be collected, used and disclosed in compliance with the PIPEDA.

Canadian Institutes of Health Research (CIHR)
CIHR is Canada's major federal funding agency for health research. Its objective is to excel, according to internationally accepted standards of scientific excellence, in the creation of new knowledge and its translation into improved health for Canadians, more effective health services and products and a strengthened Canadian health care system.

CIHR - Institute of Population and Public Health (IPPH)
CIHR's IPPH supports research into the complex interactions, which determine health, and its application to improve the health of individuals, communities and global populations. This initiative directly responds to one of the Institute's strategic priorities, which is to strengthen public health research capacity across the country and encourage linkages with policy and practice.

Public Health Agency of Canada (PHAC)
The creation of the Public Health Agency of Canada in September 2004 marks the beginning of a new approach to federal leadership and collaboration with provinces and territories on efforts to renew the public health system in Canada and support a sustainable health care. Thus the mission of PHAC is to promote and protect the health of Canadians through leadership, partnership, innovation and action in public health.
