Cheryl Fraser

Cheryl Fraser was appointed Assistant Commissioner, Human Resource Management on June 5, 2006.

Before then, she served as Assistant Commissioner Performance Assurance, Assistant Commissioner, Policy, Planning and Coordination and as special advisor to the Commissioner.

Prior to joining the Correctional Service Canada, Cheryl was with the Treasury Board Secretariat of Canada since 1998. From September 2000 to July 2001, Cheryl was special advisor to the Secretary of the Treasury Board Secretariat of Canada leading the Government Planning Project. Prior to this, she was the assistant secretary for Human Resource Management. During that time, she led the renewal of the Public Service Health Care Plan and the Government-wide Performance Management Program for executives, linking business planning to performance management and implementing at-risk performance pay. She also served as one of the vice president of the National Joint Council.

Before joining the Treasury Board Secretariat of Canada, Cheryl was with the Department of Fisheries and Oceans where she had the positions of Assistant Deputy Minister, Policy Sector, director general Strategic Planning and Liaison and director general, Habitat Management and Sustainable Development. She also served as the Canadian commissioner and head of delegation to the Great Lakes Fishery Commission.

Cheryl first joined the Public Service of Canada in 1978, as a manager/analyst at the Department of Fisheries and Oceans in Halifax. She moved to the Department's National Headquarters in Ottawa in 1985 and the Privy Council Office in 1989. She returned to the Department of Fisheries and Oceans in 1991.

Cheryl is also an active member in the volunteer community.

Cheryl holds a Master's degree in Environmental Studies with specialization in Resource Economics and a B.Sc. in Mathematics from Dalhousie University in Halifax, Nova Scotia.
