Public Works Management
Public Works in Self-Government
The management and delivery of public works is fundamental
to effective and efficient community governance and must be
integral in the negotiation and implementation of self-government
agreements. Such integration must address the full range of
public works functions including:
- the establishment or adoption of a regulatory regime including standards, inspections, and enforcement;
- the planning, design, and implementation of capital projects;
- operation and maintenance of community facilities and infrastructure;
- budgeting and management of financial resources;
- management of human resources including staff training and certification; and
- the management of records and risk.
Addressing public works in self-government arrangements must be
adapted to the circumstances, vision, and goals of the specific
First Nation. It cannot be left until the final stages of development
due to its impacts on the financing agreement, transition arrangements,
the need to establish and implement capacity development, and the
need to address a number of important issues in the context of each
negotiation.
