Food and Drug Regulations — Amendment

Interim Marketing Authorization

Provision currently exists in the Food and Drug Regulations for the use of calcium chloride as a firming agent in a variety of standardized and unstandardized foods but not in canned apricots. Health Canada has received a submission for the use of calcium chloride as a firming agent in canned apricots at a maximum level of use of 0.022 percent calculated as calcium. Evaluation of available data supports the safety and effectiveness of this new use of calcium chloride.

The use of calcium chloride will benefit consumers through the availability of quality-canned apricots with improved texture. For industry, this new use will also facilitate the production of quality-canned apricots.

Therefore, it is the intention of Health Canada to recommend that the Food and Drug Regulations be amended to permit the use of calcium chloride as a firming agent in canned apricots at a maximum level of use of 0.022 percent calculated as calcium.

As a means to improve the responsiveness of the regulatory system, an Interim Marketing Authorization (IMA) is being issued to permit the immediate use of calcium chloride as indicated above, while the regulatory process is undertaken to formally amend the Regulations.

Notice No. DGTP-007-02 — Consultation on Canada's Position Respecting Proposed Reforms to the Internet Corporation for Assigned Names and Numbers (ICANN)

The Internet Corporation for Assigned Names and Numbers (ICANN) is a not-for-profit, private sector, California corporation that manages the technical co-ordination of the Internet's naming and addressing systems, including the domain name system (DNS). The DNS consists of both country code top level domains (ccTLDs) such as ".ca" for Canada, and generic top level domains (gTLDs), which are international in scope, such as ".com".

Since its formation in 1998, ICANN has been working to fulfil its mandate of managing the technical functions of the Internet, while dealing with ongoing debates about its governance, structure and legitimacy. At the ICANN Board of Directors retreat held over the weekend of February 23, 2002, President Stuart Lynn proposed a series of structural reforms for ICANN. Following this meeting, ICANN formed the Evolution and Reform Committee (ERC), which developed recommendations on ICANN Reform, taking into account the views of ICANN's constituents (including governments). The ERC's recommendations are found in their ICANN: A Blueprint for Reform, which was the subject of the recent Governmental Advisory Committee (GAC) and ICANN meetings in Bucharest, Romania, held from June 24 to June 26, 2002. The Government of Canada has developed a preliminary position paper on ICANN reform in response to the Blueprint document.

This notice announces the release of the position paper and invites comments from interested parties. The consultation paper is available electronically at the following address:

Geographical Indications

The Minister of Industry proposes that the following geographical indications be entered on the list of geographical indications kept pursuant to subsection 11.12(1) of the Trade-marks Act, where: "(i)" refers to the file number, "(ii)" refers to the indication and whether it identifies a wine or spirit, "(iii)" refers to the territory, or the region or locality of a territory in which the wine or spirit is identified as originating, "(iv)" refers to the name of the responsible authority (the person, firm or other entity that is, by reason of state or commercial interest, sufficiently connected with and knowledgeable of the wine of spirit), "(v)" refers to the address in Canada for the responsible authority, and "(vi)" refers to the quality, reputation or other characteristic of the wine or spirit that, in the opinion of the Minister, qualifies that indication as a geographical indication:

(ii) Chilean Pisco (A spirituous liquor originating from distilled grape juice.)
(iii) The land comprising the valleys of the Third and Fourth Regions of Chile stretching from Parallel 32° to the North approximately to Parallel 27° South, being more specifically the valleys of the rivers Elqui, Limari, Huasco, Copiapó and Choapa.
(iv) The Agriculture and Livestock Service, Ministry of Agriculture, Government of Chile, Avenida Bulnes 140, P.O. Box: Casilla 4088, Santiago, Chile

(vi) Chilean Pisco spirituous liquor must be distilled and bottled in localities within the designated area from genuine wine originated from the grape varieties (vitis vinifera) determined in Decree No. 78 of the Ministry of Agriculture of July 31, 1986, and in conformity with law No. 18,455 of 1985. Chilean Pisco spirituous liquor originates chiefly from Muscat grapes grown in the designated area which gives the product one of its most important characteristics, that of being an aromatic alcoholic beverage, whose density is accentuated by the warm climate of the designated area.
