Information Management Leadership Initiative
The Information Management Leadership Initiative (IMLI) pilot was conducted from October 2003 to March 2005 as a result of the new Management of Government Information Policy (MGI) and increased recognition of the critical role information plays in the delivery of government services which have resulted in a fundamental rethinking of Information Management in the federal government. Specific factors considered included privacy, security, "access to information" and the impact of information and communication technologies on government business processes. Putting government services online also raised issues of integration and co-ordination of IM processes, which in turn drove interest in horizontal management practices and engaging leaders of key Public Service communities.
The IM Community is made up of IM functional advisors and specialists responsible both for maintaining existing IM systems and transforming practices to meet emerging requirements. The IM Community is accepting a leadership role in ensure the public service has the human capacity to meet the federal government's IM challenges.
The Community's Information Management Leadership Initiative (IMLI) was an important first step in developing the IM leadership capacity. It was a two-year, centrally-administered learning initiative designed to meet common needs identified by individual departments.
Through this program, 23 IM Leaders from 18 departments developed the skills and experience needed to help guide their departments through the transformation of the Public Service into a learning culture, one in which good information and records management practice is everyone's responsibility and everybody's business: from service delivery providers, to policy makers, from government scientists to senior officials.
Valuable lessons learned through the IMLI Pilot have significantly contributed to the IM Professional Development and Certification Program presently being developed and piloted by the IM Community and the Organizational Readiness Office (ORO), in partnership with the Canada School of Public Service (CSPS).
