A community-led, competency-based approach to managing and developing IT resources for the Government of Canada

IT Community HR Framework (HRF) Project

The IT Community HR Framework (HRF) represents a whole-of-government approach to managing and developing IT resources. This community-led, competency-based initiative will result in the development of HR tools that will provide a consistent and coordinated approach to all HR functions, enhanced by the collaboration with other government communities and aligned with GOC initiatives including Shared Services and Human Resources Modernization (HRM).

The HR Framework consists of six components; two of are the focus of the current IT Community HRF Project:

Current Focus

  • Organizational Design, Classification and Compensation: Includes the processes and tools to develop functional organizational structures, IT job streams and generic work descriptions.
  • Job Competency Profiles: Includes a behavioural and technical dictionary, recommended competency architecture and job competency profiles aligned with generic work descriptions and IT job streams.

Next Phase

  • Resourcing: Includes the processes and tools to develop and implement a strategic collective staffing strategy, including pre-qualified pools, and ranked and unranked eligibility lists.
  • Learning & Professional Development: Includes the processes and tools to support individual learning and career development plans, including learning curriculums and self-assessment tools, linked to learning resources, e.g. video, courses, conferences.  Professional development includes assignment programs, leadership development, professional designation and accreditation programs and e-learning, linked to job streams.
  • Performance Management: Includes the processes and tools to support the cycle of establishing work and learning objectives, on-going coaching and feedback and end-of-cycle evaluation.
  • Business and HR Planning: Includes the processes to identify current and future human resource needs necessary for an organization to achieve its business objectives.

What is the purpose of the HR Framework?

The HR Framework and HR tools support capacity building at all levels of the IT community by promoting greater transparency, mobility and flexibility throughout Government of Canada. The HRF supports the Organizational Readiness Office's mandate to "develop a vibrant IT community that is competent, committed, engaged and mobile, to drive the future of IT within Government".

Implementation of the HR Framework will result in a consistent, integrated approach to managing resources across the government, with IT employees being regarded as community resources. Although the HRF is a generic HR framework for the IT community, the framework was designed to support all GOC communities.

What are the benefits of the HR Framework?

Employees and managers will benefit from the HR Framework by having a better understanding of the work and what is required to do the job; increased transparency and fairness; and more effective and efficient use of government resources.

By utilizing HR best practices, the competency-based tools will empower employees, streamline staffing, link learning and development to organizational objectives, decrease turnover and increase retention, and improve organizational performance. Stakeholders will benefit by having the right resources, with the right skills, in the right job, at the right time.

What can you expect?

Over the course of the project, the team will develop HR tools and users' guides that departments can access on-line:

  • Functional organizational structures
  • Pre-classified generic work descriptions linked to job streams
  • Job competency profiles linked to generic work descriptions
  • Behavioural and technical competency dictionaries
  • Users' guides in support of tools
  • Maintenance strategy in support of tools
  • Implementation strategy
