Advisory Council
The Public Service Commission Advisory Council (PSCAC) is established
for the purpose of providing a forum where Public Service bargaining agents,
departmental representatives, Public Service Commission (PSC) representatives,
the Chair of the Human Resources Council (HRC), a representative of the Pubic
Service Human Resource Management Agency of Canada, and a participating observer
from the Treasury Board Secretariat (TBS) meet to discuss and consult
on Public Service Employment Act (PSEA) matters of common concern and
interest and to exchange information and views. The PSCAC may consult
on any matter falling under the Public Service Employment Act or any related
subject of interest. The PSCAC is supported by the General Secretary and
the Secretariat which is established to facilitate
the work of the Advisory Council, and the Working Groups.
The Advisory Council is co-chaired by two representatives, one from the
bargaining agents' side, appointed by the bargaining agents, and another
from the departments, selected by the member departments.
The Advisory Council contributes to strategic planning and policy development
on nationally emerging issues and provides:
- bargaining agents and departments with an opportunity to advise and
input into the PSC's decisions and initiatives;
- provides the PSC with the opportunity to seek advice and input from
bargaining agents and departments at the initial stages of new initiatives
and provides for ongoing consultation as characterized by the appended
Basic Principles for Consultation; and
- provides all parties a forum for intelligence gathering that is mutually
developed, commissioned, and shared.
