Item 1: Welcome and Review of Agenda

This special ITCC will spend time on the IT Community HR Framework. (ITCHRF) Project and a discussion on the issue of how to prepare the IT Community for the baselining exercise on generic work descriptions in departments.  

Item 2: IT Community Human Resources Framework

Lead: Anu Emery

Discussion Decision/Action
Anu Emery updated members on the IT Human Resources Framework.  A number of handouts are included with the Record of Discussion:
  • IT Community HR Framework Phase Two presentation
  • Sample of a Large Organization Structure
  • IT Technical Work Streams
  • Two sample Model Work Descriptions for Computer Programmer, Application and Project/Team Leader, IT Infrastructure Support – Operations
  • Draft IT Behavioural Competency Dictionary
  • Draft IT Technical Competency Dictionary
  • HR Council list of members

The draft project plan is currently being updated. Members discussed the alignment of the project with the Shared Services initiative of PSHRMAC and the IT Services Branch; proposed Governance; plus Milestones and Timelines. PSHRMAC is aiming towards availability of desktop tools to include eligibility lists, pre-qualified pools, pre-classified Generic Work Descriptions tied to competencies, organization models. Members were questioning the availability of funds from PSHRMAC for backfill of resources to get the work completed on the project. Suggestion was made that the Working Groups link with the HR Council.
 

Item 3: Preparing the IT Community for Baselining Exercise

Discussion Decision/Action
As part of the implementation of the Internal Service Modernization Program for Corporate Administrative Services and IT Services, a baselining exercise is planned for summer - fall 2005.  Departments /Agencies selected as potential initial departments for the first wave will conduct this baselining exercise to understand the detailed implications and assess impacts of inclusion in the first wave.  As part of the exercise, it will be important to properly identify the Human Resource implications.

The ITCC has been identified as the appropriate body to review the approach to Human Resources as they impact the IT community and to make recommendations.  Both IT services as well as the system support services of Corporate Admin Services will have impacts to be assessed.  .  For Corporate Administrative Services, five central agencies along with the Science community of Agriculture and Agri-Food, CFIA, Natural Resources Canada, DFO and Environment Canada are also interested.  Costs will be shared across departments.  Departments to go first with shared IT services have not yet been identified/confirmed.

Jim Alexander is presently working with Ken Cochrane on a communications package that will be brought back to the ITCC and CIOC to review.  The proposed first implementation of common IT services (e-mail, desktop and data centre services) is targeted for later in 2006 or in 2007.
